Commissioner Womack asked if other neighbors were included in the petition. <br />Mr. Ledbetter explained that there is a letter from the board of directors agreeing with the <br />petition, but it has not been submitted to the Traffic Commission. <br /> <br />Ms. Gutierrez explained that if parking is allowed in the requested area, traffic safety will <br />be compromised. <br /> <br />Commissioner Wofsey moved a motion to approve the Public Works and Parks <br />Department recommendation to keep the parking restriction in place for traffic safety. <br />Motion was seconded by Commissioner Nichols and unanimously approved. <br /> <br />3. Request for comments to a proposal to reconfigure the 6500 block of Plymouth <br />from a “Through street” to a “Cul-de-sac” <br /> <br />Commissioner Henderson presented the request and asked Mr. Jay Simon from <br />Metropolitan Development Group, to present the request for comments from the Traffic <br />Commission on the concept to change the traffic configuration of the 6500 block of <br />Plymouth from a “Through Street” to a “Cul-de-sac”. The idea of this concept is mainly to <br />create a safe environment/neighborhood feel and subsequently stimulate the economic <br />growth of this area of University City. <br /> <br />A presentation with this concept was provided to the Commission. The <br />questions/comments provided by the commission after the presentation, are as follows: <br /> <br /> Since the access to Sutter Ave will be limited, have other municipalities Pagedale or <br />Wellston been consulted about this project? The answer was no. <br /> <br /> There is a Metro Bus line that runs on Sutter Ave. How will pedestrians access this <br />line, if the access to Sutter is closed? This is still under consideration. The safety <br />of University City citizens is a priority and this project should encompass proper <br />access for residents to transit on Sutter Ave. <br /> <br /> How many properties are owned by the Developer? The answer was none. So far <br />the only work that has taken place is the survey of the area and communication with <br />the City regarding the use of the lots that are public domain. <br /> <br /> Street lighting, sidewalks and pedestrian access improvements are to be <br />considered as part of this project. <br /> <br /> There is a need to analyze safety, crime and vehicular access. <br /> <br /> Has this been done elsewhere? Yes, in new residential developments and it is <br />shown in studies that the utilization of cul-de-sacs significantly deters crime <br />especially theft involving private property. <br /> <br /> Habitat for Humanity project help with publicity about the good initiative to <br />rehabilitate the area. <br /> <br /> There are two Churches in the surrounding area, and it is recommended that the <br />developer consult with them to obtain their input. <br /> <br /> How many homeowners are in this block? According to Mr. Newman, there are 95 <br />lots and 25 home owners.
