Not yet, but it will be <br />part of the future reviews from the City. At the last meeting held September 12, <br />2012, Officer Margul informed Mr. Simon that utilization of Speed bumps is not <br />encouraged by Police and Fire Department. <br /> <br /> Have the residents been consulted on this? The answer was no. <br /> <br /> Public Works and Parks Department recommends that a traffic study be completed <br />by the developer to understand the impacts of this closure on the nearby streets <br />and alleys. This would include the Fire Department, Police Department and Solid <br />Waste Division input on how these City operations will be affected or can be <br />accommodated. <br /> <br /> Residents should be considered as part of the study and their input should be <br />obtained. <br /> <br />Commissioner Brot made a motion to recommend that Mr. Newman and Mr. Simon <br />continue with this project as a good way to encourage housing and economic <br />development, seconded by Commissioner Womack and unanimously approved. <br /> <br />4. Washington University Loop Student Living Initiative Project – Traffic Impact <br />Study <br /> <br />Commissioner Henderson presented the request and asked Mr. Brian Newman and Peter <br />Tao from TAO + LEE Associates on behalf of Washington University to present the <br />Washington University Loop Student Living Initiative Project and all related transportation <br />impacts for pedestrians, bicyclists and automobile users in the proposed area. <br /> <br />A presentation was provided to the Traffic Commission and below is a summary of the <br />Project description and site plan strategy: <br /> <br />a) The proposal includes the construction of five buildings, two fronting Delmar Blvd <br />and three fronting Enright Ave. <br />b) Construction is scheduled in two phases. The first two buildings are scheduled to <br />start construction in January 2013 to be ready for occupancy in August 2014. <br />c) Currently there are 48 parking spaces along Enright (10 are metered). The <br />proposed project will reduce on-street parking to 46 parking spaces in University <br />City, losing two parking spaces. <br />d) A “mews” will be constructed to sustainably connect Delmar Blvd and Enright Ave <br />and the future green area/park, north of Enright Ave. Mews = Pedestrian street. <br />e) Currently there are 100 off-street parking spaces. There are 300 proposed <br />underground spaces. Parking ratio equals to one parking space per two residents <br />(same as current parking ratio) <br />f) Traffic increase in the Parkview Gardens neighborhood is less than one car per <br />minute, based on the results of the traffic impact study. <br />g) Strategies to minimize traffic and parking overage are as follows: <br />1. The location of this housing project is close in proximity to the main University <br />campus; it is extremely walkable and bikeable via the Centennial Greenway and <br />the established sidewalk network in the Loop. <br />Traffic Commission Minutes – September 24, 2012 Page 4 <br /> <br />
