Bicycle parking located inside and outside the building equals to 300 bikes. <br />3. Metro passes are complimentarily provided to students, faculty and staff. <br />4. We-Car program makes two cars available for rent by the hour. <br />5. Discounted parking passes for other lots outside the main and west University <br />campus. <br />6. Campus to Home shuttle available for occupants. <br />h) Street improvements such as a pedestrian crosswalk from the Mews to the Green <br />area/Park are proposed. <br />i) Relocation of the Metro Bus stop approx. 50 ft. from the current location. <br />j) Construction of new wider sidewalk on Westgate, Eastgate and Enright Ave to help <br />facilitate the high density of bikes and pedestrians that will utilize this area. <br />k) Installation of additional pedestrian scale street lighting similar to the lights installed <br />on Melville at the Centennial Greenway. <br /> <br />Commissioner Wofsey is concerned about parking impact on the residential Parkview <br />Gardens neighborhood from students that want to avoid the parking fees from the <br />University. Mr. Newman expressed that the University is making every effort to avoid this <br />impact with all of the strategies listed above in item g). <br /> <br />Mr. Tao provided additional information regarding the commercial and residential use of <br />this property. <br /> <br />Commissioner Brot asked if Washington University as property owner can restrict tattoo <br />parlors or Pay Day Loans type of businesses from moving in the newly developed <br />commercial space. Ms. Rose Windmiller explained that it is the intention of the University <br />not to have that type of business in the commercial areas of this property. There is an <br />internal rental policy that will consider only specific uses for this retail space. <br /> <br />The development proposed to utilize the Municipal Parking Garage to comply with the off- <br />street commercial parking spaces required by the City’s Code. Commissioner Wofsey <br />clarified that no spaces will be dedicated exclusively for this development at the parking <br />garage. Mr. Tao explained that there will be an agreement for the use of this parking <br />garage between the City and Washington University and stated that occupancy during the <br />day hours is very low, which is the time of the day that the businesses using the retail <br />space in this development will be operating. Mr. Tao also explained that the requirement <br />for the 22.000 Square Feet developed commercial area is 44 parking spaces. There were <br />pictures showing the low occupancy of the parking garage that consists of a total of 93 <br />parking spaces. Saturday evenings are the only time when the parking garage is <br />completely full. <br /> <br />The 15 feet wide alley between Delmar Blvd and Enright Ave is crowded with dumpsters <br />and transformers. Buildings will be set back 10 feet from the alley. <br /> <br />Commissioner Henderson commended Mr. Tao on the study to make a priority all the <br />specific traffic and parking needs of the residents within the area. <br /> <br />Traffic Commission Minutes – September 24, 2012 Page 5 <br /> <br />
