<br /> <br /> <br /> <br />Traffic Commission <br /> <br /> <br /> <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146 <br /> <br />Commissioner Brot expressed her satisfaction to see this project as a great addition to <br />University City and St. Louis. <br /> <br />Commissioner Wofsey had two questions: 1) Why didn’t the traffic impact study include <br />Skinker and Big Bend Blvd and 2) Why the Trolley Project impact was not considered as <br />part of this study? Mr. Lee Cannon, Traffic Engineer from CBB explained that the limits of <br />the study were agreed upon by the project team and the City based on the City’s request. <br />Also, the Trolley impact study is still in progress. According to Mr. Cannon there is no <br />negative impact from this development to the Trolley Project and the later Trolley traffic <br />study will probably incorporate the impacts of this proposed project, so it will encompass <br />all possible effects. <br /> <br />Commissioner Womack asked a question to this development’s design team in regards to <br />how this area will look in the year 2020. Mr. Cannon responded that from the traffic <br />perspective the study included projections to the year 2033. <br /> <br />There were no further comments from the Traffic Commission. <br /> <br />5. Parking Changes on Loop South behind 6610 Delmar Blvd. <br /> <br />Commissioner Henderson presented the request and asked Mr. Lew Prince, business <br />owner at Vintage Vinyl, located at 6610 Delmar Blvd to explain the request to restore free <br />parking on the south side of Loop South pending the completion of the Parking Study and <br />remove the loading zone behind 6610 Delmar Blvd. Mr. Prince stated that the parking <br />changes on Loop South is negatively impacting the success of his business. <br /> <br />Mr. Prince explained that he was required to obtain a petition from all the business <br />impacted by his proposal. Mr. Prince has two petitions in hand: 1) Petition to restoration of <br />the free parking of Loop South (the block behind Commerce Bank) since the holiday <br />shopping season is approaching fast. Mr. Prince stated that all businesses contiguous to <br />Loop South and Melville (except the Cookie Delivery business) signed this petition. 2) <br />Petition to undo the Loading Zone directly behind Vintage Vinyl on the south side of the <br />Loop South. According to Mr. Prince, the Loading Zone was requested just for the use of <br />one business and its two deliveries per week. The original request was submitted by <br />Jessica Bueler and Joe Edwards representing the businesses of the area. Mr. Prince <br />stated that Ms. Bueler and Mr. Edwards misunderstood the request and were under the <br />impression that the loading zone was supposed to be installed on the north side of the <br />street. According to Mr. Prince, they both agree now that the Loading Zone is completely <br />useless as it is and should be converted to regular parking. <br /> <br />Mr. Prince requested that this request be sent to the City Council for approval. Mr. Prince <br />offers to pay for the changes of the signage to indicate that parking will be free. <br /> <br />Commissioner Wofsey preferred to refer this issue to the City Council without a Traffic <br />Commission position since it is unknown how this change will impact other business <br />owners as this may be an opportunity for other business owners to request the same in <br />different areas of the Loop. <br />Traffic Commission Minutes – September 24, 2012 Page 6 <br /> <br />
