Mr. Prince explained it would be seriously negative. He <br />explained that up to the month of March or April of 2012 his revenues were “flat” and a few <br />weeks after the installation of the pay station the revenues declined consistently up to the <br />month of September of 2012 (current). Commissioner Womack supports Mr. Prince’s <br />request to “stay in business”, and encourage the Commission to recognize the need to <br />support the success of this business in the Loop area. <br /> <br />Commissioner Brot stated her preference to support a project that encourages healthy <br />living, walking and biking and she stated how this request brings the “old concept” back to <br />customers with being able to park in front of a business to patronize it. <br /> <br />Commissioner Gingrich asked if Mr. Prince would be agreeable with a maximum of 2-hour <br />parking to assure high rotation for business convenience. Mr. Prince agrees with a parking <br />restriction that limits parking from residents of the immediate area south of Loop South or <br />employees of the adjacent businesses. <br /> <br />Commissioner Wofsey asked if the Traffic Commission has jurisdiction over the decision to <br />suspend pay parking. Ms. Gutierrez explained that the Traffic Commission has jurisdiction <br />on all Traffic and Parking matters that affect the City’s Code and Ordinances. A complete <br />analysis will have to take place not only including a recommendation from the Traffic <br />Commission, but also from the Finance Department, as they do control all revenues <br />related to parking meters and the Loop South pay station. All the information will be <br />consolidated and provided to the City Manager for him to provide a recommendation to the <br />City Council. Commissioner Henderson stated that the policy and procedure for the <br />Commission to address changes previously approved by Council should start at the City <br />Council level and be sent back to the Commission, if there is a need to revisit and/or <br />appeal a decision to request consideration to the ordinance previously changed. <br /> <br />Ms. Gutierrez explained the data obtained <br />from the Pay Station since its installation. A <br />graph (to the right) shows decreasing patterns <br />in parking behavior. The number of vehicles <br />utilizing the parking lanes on this block of Loop <br />South started at 453 vehicles for the first three <br />months (Jan-Mar), to 214 vehicles for the last <br />three months (Jun-Sept). <br /> <br />Commissioner Brot inquired information about the Loading Zone and the proper location <br />for it. Mr. Prince stated that the location should be on the north side of Loop South west of <br />Melville. He explained that there was a verbal agreement with the former City Manager <br />Mr. Ollendorff to eliminate the Loading Zone that was previously on the north side of Loop <br />South east of Leland, immediately behind Vintage Vinyl. <br /> <br />Commissioner Henderson explained that Mr. Prince needs to address this request to the <br />City Council directly. <br />Traffic Commission Minutes – September 24, 2012 Page 7 <br /> <br />
