According to Mr. <br />Prince there is no need for one. Ms. Gutierrez then asked why was it requested by the <br />businesses in 2011, and Mr. Prince has many assumptions on why was requested <br />including the need from the tenants of the building with address 6600 Delmar that abuts <br />Melville, Delmar and Loop South. Ms. Gutierrez then explained that if the new Trolley <br />Company adds congestion to Delmar Blvd, it would be appropriate to keep the Loading <br />Zone where it currently is. <br /> <br />Mr. Prince understands that there will be parking meters installed on the south side of <br />Loop South, including two parking spaces with a 15-minute parking restriction for pick-up/ <br />drop-off use. Mr. Prince also understands that the width of the street was an important <br />factor to eliminate the parking on the north side of Loop South, therefore understands that <br />a Loading Zone cannot be installed where it was requested by the businesses in 2011 by <br />Jessica Bueler. <br /> <br />Mr. Alpaslan, City Engineer, explained that the Traffic and Parking study in the Delmar <br />Loop area will encompass this type of parking analysis, including the need for a Loading <br />Zone. A temporary suspension of pay parking can be submitted to the City Council for <br />their review and then, after the study is completed, a more formal Staff report can be <br />provided to the members of this Commission and then a final recommendation can be <br />made to the City Council. Commissioner Henderson re-stated that there should not be a <br />recommendation from the Traffic Commission at this meeting. <br /> <br />Ms. Gutierrez stated that Councilmember Carr recommended having this item in the <br />agenda since Mr. Prince rather urgently needs a temporary relief for the holiday season. <br />Commissioner Henderson offered to contact Councilmember Carr to clarify the procedure <br />to address this issue. <br /> <br />The Traffic Commission did not vote on this request as it needed to be submitted to City <br />Council for their review. <br /> <br />6. Request to install a pedestrian crosswalk on Ferguson Ave at Crest Avenue <br /> <br />Commissioner Brot made a motion to approve the Public Works and Parks Department <br />recommendation to install two (2) In-Street School Children Crossing signs on Ferguson <br />Avenue just south of Crest Avenue along with the pedestrian crosswalk striping. <br />Additionally, install the School Zone assembly signs on Ferguson Avenue between <br />Bartmer Avenue and Etzel Avenue and the “In advance of the School Crossing” assembly <br />sings. <br /> <br />Commissioner Wofsey asked the City Engineer if the cost benefit of the construction of a <br />speed table at this location is sufficient. Mr. Alpaslan explained that the probable cost of a <br />speed table is between $5,000.00 and $10,000.00. In this case there will be a situation <br />where a curb ramp part of the recent improvement completed by the school district will <br />have to be removed and replaced to match the speed table grade.
