<br />at the Heman Park Community Center. Chief Adams stressed the importance of <br />installing monitoring devices such as electronic security systems, locks and better <br />lighting. He also said to be sure to secure autos and make sure nothing is visible <br />in the car. Chief Adams said the police department did a study on “Calls for <br />Service” for a three-and-one-half month period. That study shows that police <br />responded to 716 actual electronic alarm calls. Less than 1% was considered to <br />be a crime, but these calls use a lot of manpower and City resources. He also <br />stated the police department can do home security audits to help residents <br />determine what they should do to be more secure in their homes. Chief Adams <br />provided a handout of “How You Can Help Stop Crime.” (This handout is attached <br />at the end of these minutes) The Chief provided a hotline number, 314-863-7333, <br />that can be called to report suspicious activities and the caller can remain <br />anonymous. Chief Adams said it was impossible to predict when or where a crime <br />is going to happen, therefore the residents need to look out for each other. <br /> <br />Mr. Sharpe stated the crime prevention information the Chief handed out was <br />excellent and requested copies be given to the Focus Group and made available to <br />as many people as possible. <br /> <br />Mr. Price agreed with Mr. Sharpe that the crime prevention information was very <br />helpful and he commended the Police Chief on his report. Mr. Price also <br />suggested that they have copies available for the police Focus Group on Tuesday. <br />Mr. Price also questioned how it affects the force with standard patrols versus <br />directed patrols and normal spots versus hot spots. He asked how the force was <br />affected when there was a directed patrol being used. Chief Adams said there <br />would be several ways they would handle such patrols, depending on the situation. <br />Mr. Price asked if more police personnel would be helpful. The Chief said the <br />more officers you have the more things they could be working on at the same time. <br />Mr. Price asked the City Manager from a budgetary point what it would cost to <br />increase the police force by a minimum of four officers. <br /> <br />Mr. Crow stated from the information Council received it looked like all of the City’s <br />crimes were down except for the area of violent crimes. He asked about doing <br />targeted areas where more crime was prevalent. Chief noted that they apply <br />strategy to go against what factors were present. <br /> <br />2. Recommendation to approve Complete Curbside Leaf Removal Service at $150 <br />per hour to supplement the City’s in-house leaf collection workforce. <br /> <br />Mr. Price moved for approval, was seconded by Mr. Sharpe and the motion carried <br />unanimously. <br /> <br />3. Recommendation to approve Pace Construction Company in the amount of <br />$165,071 for Ultrathin Bonded Asphalt Wearing Surface Project. <br /> <br />Mr. Sharpe moved for approval, was seconded by Mr. Glickert and the motion <br />carried unanimously. <br /> <br />4.
