CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> Mr. Edward McCarthy, 7101 Princeton Avenue <br /> Mr. McCarthy expressed his concern that University City’s financial statements that are <br />required to be filed with the State of Missouri, have not been sent in for the past three <br />years. <br /> <br /> Mayor Welsch asked if Mr. Walker to follow-up on this issue and determine what needed <br />to be done. <br /> <br /> <br />I. Asphalt Overlays, Change Order for local repairs to be awarded to Ford Asphalt <br />Company in the amount of $102,080. The staff recommended approval of the <br />change order for local repairs to Ford Asphalt Company in the amount of $102,080. <br /> <br />Mr. Glickert moved to approve, was seconded by Mr. Sharpe and the motion <br />carried unanimously. Mr. Glickert asked Mr. Walker to get a breakdown of the <br />locations for the asphalt overlays. <br /> <br />2. Loop South Parking. The staff recommended suspending paid parking on the south <br />side of Loop South from October through January. <br /> <br />Mr. Kraft moved to approve suspending paid parking on the south side of Loop <br />South from October through January, was seconded by Mr. Crow. <br />Mr. Lew Prince, 6610 Delmar <br />Mr. Prince expressed his concerns regarding Loop South parking. He asked for <br />free parking pending the completion of the Loop traffic/parking study. He stated <br />that customers go to the malls because of free parking. Mr. Prince provided <br />petitions in support of the suspended Loop South parking. He also requested that <br />the City re-evaluate the locations of the loading zones in the Loop South area near <br />his store. <br /> <br />Mr. Kraft and Ms. Carr were both in favor of passing the Loop South Parking <br />request to provide immediate help to businesses and to making modifications to <br />the loading zones at a later time. <br /> <br />Ms. Carr also suggested a free two-hour parking option and noted benefits <br />received in other communities which provide this service. <br /> <br />Mr. Price asked Mr. Walker what were the pros and cons regarding the loading <br />zones. <br />2 <br /> <br /> <br />
