Officer Margul explained that the two collisions are <br />similar in nature to show 90 degree angle collisions that could have been prevented by <br />better designation or alignment of the intersecting streets. <br /> <br />Officer Margul explained that if a stop sign is installed on Old Bonhomme Rd there will be <br />a need for a Multi-way Stop designation, to stop traffic crossing the median as well. <br /> <br />Ms. Gutierrez explained the City’s practice of the applicable Manual on Uniform Traffic <br />Control Devices – MUTCD section to warrant stop signs. The number of accidents in the <br />last three years reported by Police Officer Margul was two (2), and the traffic counts <br />available are only from N. Forsyth Blvd/Old Bonhomme Rd. legs of the intersection (1,700 <br />vehicles per day approximately), and there are no counts for Lafon Pl. or Crandon Dr. <br />approaches of the intersection. With the information at hand, the stop sign would not be <br />warranted. Ms. Gutierrez made a short presentation to the Commission illustrating the <br />intersection and its many points of conflict, making traveling at the intersection difficult. Ms. <br />Gutierrez explained possible alternatives to eliminate some of the points of conflict at this <br />intersection. Option 1 eliminates one access at the SE corner of the intersection, therefore <br />left turns are eliminated from westbound Lafon onto southbound Old Bonhomme/N. <br />Forsyth Blvd and rerouted through the skewed intersection of Old Bonhomme Rd. with <br />Lafon Pl. further north. Option 2 eliminates the access at the NE corner of the intersection, <br />therefore access from westbound Lafon Pl is rerouted to south and aligned with Crandon <br />Dr. Option 3 creates a small roundabout (traffic circle) to enhance all accesses at this <br />complex intersection. Ms. Gutierrez expressed the preference to have a Traffic Engineer <br />look at the intersection and provide the best plan for improvements. Before the <br />Department of Public Works and Parks proceeds with that, Traffic Commission’s input and <br />recommendation are required. <br /> <br />Since this intersection is in close proximity to the City Limit border with the City of Clayton, <br />Ms. Gutierrez sent an email to Clayton’s Public Works Staff for their input, since any <br />improvements or changes would affect the traffic driving in and out of their municipality. <br />Clayton Public Works staff is interested in finding out how University City will improve <br />safety at this intersection. <br /> <br />Commissioner Wofsey made a request that Public Works and Parks staff study this <br />intersection further with the Traffic Engineer, to consider either Option 2 or 3, and also <br />include the City of Clayton in the process to find the solution and assist with funding. <br />Commissioner Womack added to include in the study any enhancements to the visibility at <br />night. <br /> <br />3. Draft Complete/Livable Streets Ordinance. <br /> <br />Commissioner Henderson introduced this item and asked Ms. Sarah Hanly to proceed <br />with the presentation. Ms. Hanly, member of the Bike and Walk Task Force of University <br />City provided a presentation about the Draft Complete/Livable Streets Ordinance which <br />will require that the City consider all modes of transportation and all users when making <br />improvements to public infrastructure.
