Session 710, Minutes
August 20, 1962

Page 3

Issue money, and the City Manager explained these would come out of the
Revolving Fund of the Central Garage.

Councilman Tandler said he takes it from the CityManager's statement that
/
there is no trade-in on these trucks because that will be covered by the
successful award on the bodies - that they will take trucks and bodies in,
whereupon CityManager Henry said the dealers uniformly offered $450 per
unit and that was the same price that the refuse body people offered - that
is, a depreciated combined truck and body, units, worth ~50 -- in the
case of the Heili-Blumberg which has been out of service for about a
month, the administrative forces have been unable to get necessary parts to
keep it running - the other two are Pak-Mors and are pretty well worn
down in terms of packing pressure as well as the truck units themselves.

Upon request of the Mayor, the City Manager reviewed agenda item number 4,
which is a consideration of bids for three refuse collection units to be
used by the Sanitation Division, and the. bids received are as follows:

COMPANY MODEL GROSS ALLOWANCE NET TERMS

One rear end loader:

Leach Company Packmaster $6024 $700.90 $5324 Net

AmericamMaterials
Handling Company

Dumpster 1/2 'of
Dumpmaster $9821 .... $9821 15 days.

TWo side door loaders:

Valleroy & Sons

Truck Equipment Co.

Valpack $8000 $2700 $5300 1/2 of 1%,
10 days.
Gallon $9157.14 $3100 $6057.14 Net
Hydro
E-Z Pack

It was the recv--;.endation of the administrative forces that the award for
two side door loaders be made to Truck Equipment Company in the amount of
$6057~14 Net, this being the lowest and best bid, and that contract for
the rear-ev~ loader be awarded to the Leach Company, in the amount of
$5324 Net, this being the lowest and best bid.

The City Manager explained the reason the City is getting two side loaders
and one rear loader unit is due to the fact that at this point Canterbury
Gardens wishes to convert from a can system to a box system for the apart-
ments - to dispense with all of their trash cans - and in order to handle
this type of box, it is necessary to have something which can pick it up
and dump it. The City has one truck which, with slight modifications,
could be used for this purpose; however, it is felt it would be unwise to
have only one such truck because in the event of a breakdown, the City
would have no way of servicing Canterbury Gardens. The trucks which can
do the rear end servicing can be used for general service as well. There-
fore, the City Manager continued, in setting up the specifications, the
City asked that in one of the new units it be a rear loading unit and, in
addition, wanted the present truck, a Leach, to be modified so that it will
