Session 710, Hinutes
August 20, 1962

Page

tire forces check the map -- he added it may not be necessary to screen
out all the boxes - perhaps only half a dozen -- but he thinks there are
certain critical areas (about which he and the administrative forces, ap-
parently) have received complaints and perhaps it would be of mutual bene-
fit to Canterbury Gardens and to the City to provide some screening.

Councilman Tend!st pointed out it viii be necessary to have accessibility
to the boxes and the City Nanager said it is hoped that in practically
every instance the vehicle will be able to get next to the container. Hr.
Walsh said there may be a few cases where the container will have to be
~heeled out to where the truck will be able to park. This matter was con-
sidered. Upon inquiry by Councilman Tandler as to who would be respons-
ible for getting the containers into position for the truck, the City
Hanager said the collectors will have to do this. Councilman Tandler
asked ~hether this will preclude the need for a private hauler such as
the City has engaged from time to time, whereupon the City Han~ger said
it is contemplated that this type of service, properly executed, would
eliminate any need for the four-times a week service which they get no~ -
it would be only t~ice a week, and he added that Canterbury Gardens, of
course, pays for the extra t~o collections, and in effect, the City would
be assuming more of the refuse load, but they will have to put out a good
deal more, at least initially,.to pay for the boxes than the City viii for
any trueks. Councilman Tendlet inquired whether this can be done with the
present size crew and number of vehicles, and the City Nanager answered
affirmatively, adding that no additional man hours are contemplated.

Councilman Tendlet asked whether the cost of converting the present 16
cubic yard unit is included in'this bid, and the City Hanager said it is
included in the net price either by Leach at ~5324 or AmericanNaterials
at ~9821.

In response to a question posed by Councilumn Epstein, the City Nanager
explained certain advantages of a side loading truck over a rear loader.
He said if the City is equipped to handle boxes, there may be other
apart~nents which should go to boxes and the City could service them.

Hr. Walsh said that a representative of the Leach Company is present and
will undoubtedly be happy to answer any questions as to time-saving, etc.
which the Council may have.

l~ayor Kavfumn said he does want the City Nanager to check the matter of
the boxes and make certain they are in proper locations.

Upon inquiry by Hayor Kaufinan whether any member of the public desires to
be heard on this matter, Hr. Philip Reis, Reis Automobile and Truck Company,
asked to be recognized, which request was granted. Hr. Iteis stated it
was brought to his attention several days ago that the lowest bid (sub-
mitred by Schroeder CHC Truck, Inc.) did not meet specifications as asked
for on the bid form. The Hayor asked Hr. Reis who had called that to his
attention, and Hr. Reis said it was Ted Kostedt at the (City) Haintenance
Shop. Hr. Reis said he believes the difference was in the clutch.

City Hanager Henry said Schroeder ~C Truck, Inc. had submitted a bid
with a 13 inch clutch and said they would supply the 1~ inch clutch - he
