Hr. Reis pointed out <br />that he has had considerable experience in the handling and figuring on <br />these trucks, including bidding with the City of University City, whereas <br />Hr. Schroeder has had a dealership for only six or nine months. Hr. Reis <br />expressed the view that he does not believe Hr. Schroeder met the bid as <br />far as the time date. <br /> <br />Hayor ~aufinan inquired of the City Nanager whether the specifications had <br />been changed after they were submitted; The Ctty ltanager answered nega- <br />tively, whereupon the CityHanager explained tImt the bid form itself comes <br />in one sheet and on a separate sheet the specifications are listed, which <br />presumably are the same as the City has asked for. In the case of <br />Schroeder, the City Hanager said, he had listed a 13-inch clutch, and a <br />14-inch had been asked for -- Hr. Schroeder said he intended to supply it. <br />City ltanager Henry said the fact that Hr. Schroeder didn't put 14oinch in <br />is the question whether or not the City could accept his bid, and he said <br />the administrative forces did not ask the Director of Law for a ruling, but <br />Hr. Schroeder says he made a mistake in makin~ up his specifications and <br />can furnish the 14-inch clutch. <br /> <br />Hr. Reis asked whether Hr. Schroeder had in his bid written the option for <br />the l~-tnch clutch and the City~anager replied negatively. He said Hr. <br />Schroeder had listed a certain list of items and on it was a 13-inch <br />clutch and Hr. Schroeder had not put do~n 14-inch clutch option. Hr. Reis <br />said that by the same token, he might say he had made an error in quoting <br />the price of ~1~,751.75 and it is Just as ambiguous one way as another. <br /> <br />The ltayor asked whether there is a difference in the cost of the two <br />clutches and Hr. Reis answered there is a difference of about $70 to ~75 <br />a unit and while it is true this might still make Hr. Schroeder the <br />bidder, his point tonight is that he could say he could meet Hr. Schroeder's <br />price, ~th a l~-inch clutch, and be as correct as Hr. Schroeder - coming <br />in after the bid and saying he would provide a 14-inch clutch. Hr. Reis <br />said he is willing to meet Hr. Schroeder's price. <br /> <br />The Mayor said the only thir~ that troubles him in that kind of error is <br />that it gives someone a convenient out if he wants to suggest there may <br />have bee~ some mistake. In response to a question by the Mayor, the City <br />tianager explained the procedure followed in connection with receiving the <br />bids -- ~r. Ellman (Purchasing Agent and Director of Finance) receives the <br />bids initially and he said he believes Hr. Ellman talked to Hr. Schroeder <br />about this. Hr. Kostedt then takes the bids and goes over them in detail, <br />checks everything, and he noted that Hr. Schroeder had not the correct <br />listing of the clutch on the separate tabulation, so Hr. Ellman called Hr. <br />Schroeder and talked to him about it. <br /> <br />Mr. Reis said that is how he found out about it -- Mr. Kostedt had checked <br />with him and had asked whether it is actually a l~-inch clutch he is offer- <br />ing and Hr. Reis said he had assured Hr. Kostedt that it is. <br /> <br />Councilman Epstein asked whether she understands correctly that Hr. <br />Schroeder had indicated in his bid he would meet the specifications which <br /> <br /> <br />
