CITIZEN PARTICIPATION (Total of 15 minutes allowed)
Ms. Elsie Glickert 6712 Etzel
Ms. Glickert questioned the funding for the Loop Trolley. She wanted to know if
Washington University was funding the Loop Trolley since they had the largest vote to
create the transportation district. She also asked if the City of University City was going to
use more of its funds in the support of the Trolley. She also wanted to know why the
feasibility study for which the Economic Development Retail Sales Tax Board provided
$255,000 was not produced. That is essentially University City’s tax money. She also
questioned who had the authority it to have the Trolley come west of Kingsland. She
feels it would be tragic to the plaza area and the library. Ms. Glickert would like to see
this issue on the next agenda and her questions answered.

I. The staff requested discussion regarding the new
revised liquor license application and instruction. This was for information purposes
only.

Mr. Crow asked if the only changes made were in numbers 1-7. Mr. Walker stated
that was correct. Mr. Crow also questioned allowing the use of a law firm serving as
an LLC and the registered agents listed on the application, and also represented the
business at the hearing. He does not feel this makes sense. Mr. Crow stated that if
those seven changes were the only changes made, it did not address the issue of
knowing who the real owner of the business that was applying for the liquor license
when an employee of the law firm signed the license application.

2.
