He suggested getting the parking lot <br />blacktopped. <br /> <br />Mr. Gregory Pace, 7171 Westmoreland Drive <br />Mr. Pace mentioned the small parking lot with the beautiful pavers across from the <br />post office; however, he said that parking lot No. 4 would be funded from the <br />Economic Development sales tax fund. He asked to have someone show him how <br />the expensive pavers, as opposed to asphalt, was related to economic development. <br />He asked what economic development was created with the parking lot across from <br />the post office. Mr. Pace felt it was a gross injustice to use economic development <br />sales tax fund for parking lot pavers. <br /> <br />Mr. Crow agreed with Mr. McCarthy regarding the Missouri Botanical Gardens being <br />the golden standards on this issue. He felt the Council and staff should investigate <br />the reason why Missouri Botanical Gardens removed its paving stones. He also <br />asked if this request for approval could be rescheduled. <br /> <br />Mr. Wilson, Director of Public Works and Parks, said yes; it could be deferred as the <br />contractors would not be able to start until November 18, 2012, after the Tivoli Film <br />Festival starting on November 13, 2012, was completed. <br /> <br />Mr. Sharpe asked why pavers are suggested instead of concrete. <br /> <br />Mr. Wilson stated that the pervious pavers are more expensive but it allows some of <br />the water to drain off the parking lot into the ground; to percolate down; and not enter <br />into the storm sewer and cause flooding. He also stated that he would call Botanical <br />Gardens to get more information regarding the removal of their pavers. <br /> <br />Ms. Kraft stated that he talked with someone regarding Botanical Gardens and was <br />told that just because Botanical Gardens chose not to do this others have and can <br />successfully do these projects. <br /> <br />Ms. Carr agreed on checking with Botanical Gardens to see why they are changing <br />from pavers. She also stated that the problem with no one using the parking lot near <br />the post office was that it was metered. She said it is a nice parking lot and the <br />water does drain. She also thought the use of pavers was a step and a commitment <br />toward sustainability. <br /> <br />Ms. Carr moved to postpone voting on Parking Lot No. 1 – Permeable Pavement <br />System until more research was concluded, was seconded by Mr. Glickert and the <br />motion carried unanimously. <br /> <br />5.
