Mr. Jacobs stated that he was speaking for himself. He stated that now the City wants condos
and a parking garage behind his business and asked where people would park. He stated there
were already issues with customer parking and taking away parking would make no sense. He
stated that he received a notice for residents to come to the meeting and state their opinion but all
the people in the area are apartment dwellers and would not care what happens because they
would be gone within a year or two. He stated that notice should be sent to University City
residents who care about The Loop. Mr. Jacobs stated that The Loop is the only place University
City has to offer for anybody and that the City should not come up with something that takes
parking away. He added that he is against the proposal and wants to stop it. He stated he would
go out of business if customers and employees could not find parking. He asked why the City
do
talked about more retail and that The Loop had enough retail. He stated that if University City
treated our district like that, to hell with University City.

Mr. Halpert stated that the Plan Commission was presented with the Plan but did not formulate
the Plan. He stated that the job of the Plan Commission is to listen to community concerns and
decide whether or not to approve it as written to move on to the City Council.

Mr. Jacobs stated that he found out about the Plan a couple weeks ago and panicked. Mr.
Plan. Mr. Halpert stated the Plan was presented to the Plan Commission by staff and the Plan
had been in the works for 6 to 9 months. Mr. Jacobs stated he hoped people had enough sense to
realize what he was saying. Mr. Halpert stated his comments were noted and he appreciated the
concern.

Ms. Locke asked, to clarify Mif it was his position and the position of other
Loop merchants, that by Washington University proposing to bring more retail to The Loop, it
would diminish his business.

Mr. Jacobs stated he had no issue with Washington University or what would happen with their
plan. He stated that parking garages are a joke and no women would park in a parking garage.

Ms. Locke asked if The Loop Special Business District (LSBD) had crime statistics comparing
the parking garage in The Loop and the surface parking lot in The Loop.

Mr. Jacobs stated they did not.

Ms. Locke stated she had the data and it appeared that crime was worse on the surface lot than in
The Loop parking garage.

Mr. Jacobs stated that the parking garage in The Loop is never full. He added that he heard
when people go to the Galleria they drive around until they find a spot in a surface lot rather than
park in a garage.

Mr. Senturia asked about customers not being able to find a spot in The Loop and that he would
like to have
when it is not a problem.
tm; E
