<br />and ask them if they would like to continue or step down and if no response, then <br />the Council would make a replacement. <br /> <br />Mayor Welsch stated she had no problem with that suggestion, but wondered if it <br />superseded Rule #38E that Ms. Carr and Mr. Kraft previously presented. She <br />thought the Council gave the commissioners the authority to ask a member for a <br />resignation after three unexcused (in a row or in a year) absences, which she <br />believed was approved in September. Mayor Welsch thought this new approach <br />might require a change in Council’s rules. <br /> <br />Ms. Carr stated that it was never clear to her or Mr. Kraft that the commissions <br />and boards had the authority to do anything to enforce absenteeism. <br /> <br />Mr. Kraft said he and Ms. Carr thought the commissions and boards could politely <br />ask someone if they would like to continue, but there was nothing carved in stone. <br />Mr. Kraft was also in agreement with trying the idea of sending a letter if needed. <br /> <br />Mr. Crow agreed with Mr. Kraft that a gentle nudge was appropriate, but did not <br />feel that most of the commission chairs would want to do it. He suggested that the <br />letters come from Council. <br /> <br />Mayor Welsch asked Ms. Carr and Mr. Kraft to look at the wording in Rule #38 and <br />suggest changes. She also said that perhaps the City Clerk could list on the <br />reappointment sheet if a commission member had missed three or more meetings <br />in a calendar year or three meetings in a row, which then would make them <br />ineligible for reappointment. <br /> <br />Mr. Sharpe stated that maybe Council could be informed that the person they <br />appointed was irregular in attendance and the appointing Councilmember would <br />be responsible to go to that person to deal with it. <br /> <br />Ms. Carr said, in some cases the Councilmember might no longer be on the <br />Council, so an alternative approach would be necessary. <br /> <br />Mayor Welsch said she saw the point Mr. Sharpe was making and asked the <br />Council Liaisons to be more aware of which members are not showing up and/or <br />to let the appointing member know. <br /> <br />Ms. Carr stated that since she was alerted in one case by the staff liaison and by <br />the chair, she felt it would not be efficient if the Council liaison would have to find <br />out by searching old minutes to find out who had repeated absences. <br /> <br />Mayor Welsch asked Mr. Walker if staff could provide information to Council <br />regarding unexcused absences on the City’s commissions and boards within the <br />past calendar year. <br /> <br />M.
