Mr. Walker advised the Council that the best way to handle it would be to
submit a report for additional cameras and that there would be a cost range as
it depended on whether they could be associated with the pod that was
currently in place. Mr. Walker said he would like to bring that report to Council
with the staff recommendation of specific costs associated with installation.

Mr. Price asked Mr. Walker to make sure the Council received a hard copy so
all would be informed.

Mr. Crow said he would like to move forward on this issue and since the
cameras have been in place for five months; he would like feedback regarding
the functions they are performing now. He said he was in support of more
cameras, if needed.

Mr. Glickert said he believe the cameras have been in place in the Loop for
three months and would also like to get feedback to determine if more cameras
were needed.

Mayor Welsch agreed with Mr. Glickert and Mr. Crow, but stated she would
abstain from the motion because she does not think the Council should vote
until all information was at hand.

Mr. Price and Mr. Sharpe withdrew their motions and directed the City Manager
to provide a report to Council.

Status of police new hires

Mr. Walker stated that with the respect to the status of new police hires, the
testing and oral interviews took place last week for the hiring of six additional
police officers and there would be a final decision with offers made within the
next month. Mr. Walker suggested the City Attorney speak briefly regarding
the new nuisance bill.

New nuisance law – new benefits and changes

City Attorney Mr. Martin noted that the nuisance Bill 9168 in the Council’s
packet needed a slight amendment and he asked if the Council would like to
pursue it now.

Mayor Welsch asked Mr. Price and Mr. Sharpe if they would be comfortable to
withdraw their request and have Mr. Martin do a redline of the current proposed
bill and provide a more detailed explanation of the newly revised bill.

Mr. Price and Mr. Sharpe agreed.

Mr. Price asked Mr. Martin to provide Council with the difference between the
new and the old bill.

Mr. Martin covered where and what the changes would be. He said the reason
for the changes was that there were land use decisions governed by Chapter
89 and would require Planning Commission’s review and recommendation
15
