<br />suggested that the letter be a part of the Council minutes since these minutes are the City’s <br />history. Ms. Glickert stated she was still waiting on an answer to one of her questions. She <br />had asked what other institutions besides Washington University will provide funding for the <br />Loop Trolley. She said statements have been made that there would be institutions that <br />would be subsidizing the trolley. She felt there is a big void in regard to Council addressing <br />the many problems that are associated with the Loop Trolley. A copy of Ms. Glickert’s letter <br />is attached at end of these minutes. <br /> <br /> Mr. Tom Sullivan, 751 Syracuse <br /> Mr. Sullivan discussed several matters. He said streetlights are out all over the city, some <br />of which have been out for over a year. He mentioned the repaving job on Clemens <br />Avenue between Leland and Kingsland did not appear to be satisfactory and felt it should <br />be re-inspected. Mr. Sullivan stated that he attended the Traffic Commission meeting on <br />November 14, 2012, and it appeared that the commission did not have any more <br />information than the City Council had regarding the Loop Trolley. He said many questions <br />were asked regarding traffic concerns with the Loop Trolley and there were no definite <br />answers to any of the questions. <br /> <br /> Mr. Edward McCarthy, 7101 Princeton Avenue <br /> Ms. McCarthy informed the Council that Richard Dockett was very ill and suggested that a <br />chair in the Council chamber be named after him because of his regular attendances at City <br />Council meetings. <br /> <br />I. PUBLIC HEARINGS <br /> None <br /> <br />J. CONSENT AGENDA <br /> None <br /> <br />K. CITY MANAGER’S REPORT <br />1. Juvenile Conference Committee of the Family Court of St. Louis County. Mr. Walker <br />stated that Ms. Michelle Myers, representing the Family Court of St. Louis County <br />would speak briefly regarding the establishment of a Juvenile Conference Committee in <br />University City. <br /> <br />Ms. Myers, Deputy Juvenile Officer with the Family Court of St. Louis County, thanked <br />the Council for allowing her to speak on behalf of the Juvenile Conference Committee. <br />She said the program is based on the principles of restorative justice through <br />community-recommended interventions that promote youth accountability and <br />responsibility. The program would recruit volunteers in the community to work with the <br />youth from the community who were referred to the family court of St. Louis County for <br />minor offences. The juvenile offender and family are invited to attend a meeting with <br />residents of the community, and who were appointed by the administrative judge to <br />serve on the committee. The committee would determine how the juvenile would be <br />held accountable and help them repair the harm done by their offending behavior. Ms. <br />Myers said the juvenile would have to earn restitution by attending classes, counseling, <br />community service, etc. and once the conditions were completed it would be up to the <br />committee of six to eight residents to determine if the case should be closed or it there <br />was need of further involvement by the Family Court.
