Session 1761
July 26, 1999

Ms. Colquirt said that the Pension Board did meet a couple of weeks ago, but she felt
that most of the material discussed at the meeting was confidential and she did not feel
comfortable reporting on it.

Mr. Munkel reported that the Library Board was still in recess for the summer. They will
be meeting next month.

Mr. Lieberman reported that the Park Commission had an exciting meeting on July 27th.
They had a report from their recreation subcommittee, who had met with the U. City
Sports Association. They talked about the need for youngsters to be able to use the U.
City school gyms for basketball and other activities. They asked for a movement
towards better cooperation between City Hall, the School District and the Sports
Association. They also talked about the need for girls basketball. A representative of
the Baptist Church of the Holy Communion on Melrose and Hanley asked for the use of
the tennis courts to hold a tennis clinic on one day in August for which approval was
given. There was a big hoopla over the music at the pool. Council, he was sure, had all
received phone calls and correspondence about this. Since 1991, there had not been
any music played at the pool over the loud speaker. However, there was a check made
on all the other municipal pools in the entire area and every single one of them plays
music. One of the patrons decided that they did not want any music at the pool, which
caused quite a stir. The Park Commission discussed this issue and then voted that the
decision concerning playing music, the type and loudness of the music, would be up to
the Pool Manager. The Pool Manager was cautioned that the music should not be too
loud and that it should not be rock and roll. They talked about adult volleyball at the
recreation center on Thursday nights, starting in September. Anybody over 16 can
come and the cost is $2.00. It will be like pick up volleyball and will be a lot of fun.
There was some talk about providing a skate park, similar to what other cities have
done. It cost a community near us about $39 thousand to build one. The Park
Commission will look into it. They wanted a barrier around that portion of Metcalf Park
that has sunk and is continuing to sink. The City, he understands, is going ahead and
putting a barrier up, because they are concerned about the safety of the children. They
are looking into upgrading the air conditioning in the closed portion of the Recreation
Center. The Pool Assistant managers were asked to wear polo shirts that had the word
Manager on them. There were some objections to this suggestion. Again, the Park
Commission felt that identifying the Managers was strictly up to the Pool Manager.
Evidently there are some citizens who are not happy with this decision. The Park
Commission did vote in resolution on both of these cases to let the Pool Managers
make these decisions.

Mr. Schoomer reported that having been for the past twelve weeks in the Greek
Republic, Israel, Jordan and California, he had no report to make.

2
