Session 1761
July 26, 1999

The original proposal consisted of firm fixed prices for two years. Therefore there
would be no increase in cost of service for this fiscal year. The Departments have
been satisfied with the copiers and the maintenance service provided by Konica
Business Machines, Inc.

tt4 - Finishing Mower for Rouflhs: Mr. Rose recommends awarding the purchase
of a finishing mower to Erb Turf & Utility Equipment company for their bid of
$13,800. Staff has confirmed that Erb Turf & Utility Equipment company is the
only vendor that supplies this type of mower.

Mr. Schoomer moved approval of the consent calendar. Mr. Munkel seconded the
motion, which carried unanimously.

Mr. Schoomer called a Point of Order. Mr. Schoomer asked Mr. Rose to make sure
that the budgeted amount of purchased and contracted items are also reported in the
consent summaries.

Mr. Lieberman wanted to make sure the calendar, under consent calendar #2, was for
the year 2000, not 1999. Mr. Rose assured him that it was for the year 2000.

AGENDA #2 -TAX RATE PUBLIC HEARING:

Mr. Rose reported that the City Council held 2 public hearings in May and
approved the total $1.00 City tax rate in June. State law requires us to repeat
this action in August, therefore a hearing has been set for 7:30 p.m. this date and
place. After the hearing, a tax ordinance should be introduced keeping our $1.00
total rate for another year.

Mayor Adams opened the Public Hearing at 7:40 p.m. Being that there were no
requests to speak, Mayor Adams immediately closed the public hearing.

Mr. Lieberman verified with Mr. Rose that the tax rate from the City is .66 and for the
Library is .34. Mr. Rose said that he was correct.

Mr. Munkel pointed out that this was the fourth year with no tax rate increase.

AGENDA #3 - RENTAL RATES FOR CITY HALL:

Mr. Rose recommends increasing the price for rental of the first, second, and fifth
floors of City Hall.
