<br />vote on a general plan and cost outlined in a general memo. Mayor Welsch <br />also stated that staff and then Council should sit down with a professional <br />marketing consultant, detail specific goals for any campaign and work with <br />them to determine how best to reach those goals. Mayor Welsch believed that <br />members of the Council should be involving the residents more deeply in the <br />discussion because they could have input that could be valuable to the City’s <br />professional staff when considering and developing a plan to recommend to <br />the Council. She said based on the facts of crime in the community, the <br />residents could suggest ways of reaching residents with what they need to do <br />to prevent becoming victims of crime and what has worked in other <br />communities. She still believed that Council should be supporting a Citizen’s <br />Taskforce on Crime Awareness and Prevention and that the budget items as <br />additional cameras purchase should be part of the upcoming budget process <br />rather than taking from the City’s Reserves. She said she would abstain from <br />voting because of both of those points. <br /> <br />Mr. Price said that the statement Mayor Welsch made regarding surveillance <br />cameras and crime prevention confused him because the recommendation <br />came from one the highest officers in the City, the Police Chief. He said this <br />information came from the Chief of Police and his staff, the people who do the <br />job and no one has deviated from his report or recommendations. Mr. Price <br />stated that if you have not talked to people about crime prevention and public <br />safety then that was on you, but he and Mr. Sharpe have communicated with <br />the people and have been heavily involved for years.
