2. Council Liaison Reports on Boards and Commissions
None

3. Boards, Commissions and Task Force Minutes
Mayor Welsch noted that the Council received copies of the Pension Board and Park
Commission minutes in their packets.

4. Other Discussions/Business

Mr. Price requested the following additional with Mr. Sharpe as his second.
Purchase of four surveillance cameras

Mr. Price stated that at the last Council meeting that more detailed information
was needed regarding surveillance cameras which the Chief of Police
requested in his report. He said the City Manager and staff researched the
necessary financial information per what the Chief of Police saw as a priority
and the amount was less than $10,000 per camera that was originally
estimated by him and Mr. Sharpe.

Mr. Price said the total amount for four cameras was $35,517. He said that the
Chief of Police requested the City Council do a visual tour and he would submit
a report of the success rate of how the cameras have helped the Police and
University City. He said that he and Mr. Sharpe were impressed with what they
saw and suggested other Councilmembers to do a tour. Mr. Price stated that
this was a one-time expense. Mr. Price moved that the City Council move
forward on Option 1, 1A and 2 to approve four additional cameras at the cost of
$35,517 and was seconded by Mr. Sharpe.

Mr. Sharpe stated that he did the tour with Mr. Price and what they saw was
very vivid and valuable to the Police and noted that this recommendation
should be passed without any problems.

Mr. Crow asked if WILL Electronics was the same company used previously
and if the cost per camera was same as previously paid.

Mr. Walker stated that once the cameras were installed, there was a pod in
which additional cameras could be added and Will Electronics would do that
because they are the sole provider.

Mayor Welsch stated that she would be abstaining from the two votes on the
agenda because she believed it was imperative that any City funded plans for
Crime Awareness and Prevention be designed with the full and active input of
the City’s professional staff which had not happened. She stated she
appreciated the concerned commitment the votes represented; however, she
thought Council was incorrect in trying to direct this work. Mayor Welsch said
the City may need more surveillance cameras but the Council, without detailed
input from staff, should not make the decision on how many and where they
should be placed around the City. Should they be placed at the Loop, at the
City’s Parks, or at the “hot corners”? She said the City may need and benefit
from a public outreach campaign concerning crime awareness, but should not
9
