they can have people come where the police can have seminars for more
citizen participation.

Brighton promoting crime prevention and awareness meeting/police focus

group and police academy
Mr. Price stated that it was requested that the City Manager meet with Brighton
and bring information to Council regarding crime prevention and awareness.
Mr. Price stated that the City Manager did give the information on a range of
costs involved and good advice on terminology that the City could use, but it
was not detailed. Mr. Price requested the City Manager meet with Brighton
again and gets more detailed information.

Mr. Sharpe said that Mr. Price worked with the President of the School Board
with the idea of saying these are the various schools that individuals can be
invited to come for crime prevention meetings. Mr. Sharpe said they are
suggesting that they have these meetings with the help of the President of the
School Board and that designated schools are open at certain times, but those
times have not been designated yet.

Mr. Glickert asked if Council brought Brighton into this scenario to assist in
preventive measures, should they direct the City Manager to engage the
school district as well, since Mr. Sharpe said the meeting points would be in the
schools. He said he did not want anyone to think that the City could solely do
this on their own without the full support of the school district and their
commitment to a building and with Brighton regarding financials.

Mr. Price said he received the commitment for the usage of the schools.

Ms. Carr wanted to clarify if Mr. Glickert was confused about the two issues
because one was the satellite meeting and Brighton would be figuring out how
to do the outreach and the other meeting, the City could manage on their own.

Mr. Sharpe stated that if by chance the figure that Brighton presented was
overwhelming then there was a possibility that things can be implemented
within the City as far as getting information out. He and Mr. Price suggested
Brighton because they are the informational arms of the City.

M. UNFINISHED BUSINESS

BILLS
1. BILL 9168
– An ordinance amending Chapter 8.24, nuisances, of the Municipal Code of
University City by enacting new definitions, by repealing Sections 8.24.260, and
8.24.270, and enacting in lieu thereof a new Section 8.24.260, providing for the
declaration prosecution, and abatement of criminal nuisances.

Mr. Price moved for approval to amend as noted in the red line version of the bill, was
seconded by Mr. Sharpe and carried unanimously.
(The redlined portion removed after the first reading was: E5(c) was completely
eliminated and E5(d) removed words any and variances)

12
