<br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> Ms. Elsie Glickert, 6712 Etzel <br /> Ms. Glickert spoke in regards to the Loop Trolley. She felt it was imperative for the City <br />Council to read the submitted mail-in ballots casted by the fifteen landowners creating the <br />Loop Transportation District to enhance the economic development east of Skinker; along <br />with the July 16, 2007, Council minutes, which awarded $250,000 to the Loop <br />Transportation District for a feasibility study. She noted on the next page of her handout <br />was a feasibility study mentioned in Resolution 88 of the City of St. Louis, dated July 18, <br />2008, has the Loop Transportation District reimbursed the City of University City thousands <br />of dollars for filing a declaratory judgment. She stated that a feasibility study had been <br />voted for through the property owners’ ballots and the University City Council. Ms. Glickert <br />asked where this study was, which was funded by Council. She said the Council should <br />demand it now for all the residents of University City and noted the environmental study was <br />not the same. She would like her questions answered. Ms. Glickert spoke on the <br />convenience of the Loop Trolley Board’s work relationship. Ms. Glickert complete <br />comments can be found at end of these minutes. <br /> <br /> Mr. Tom Sullivan, 751 Syracuse <br /> Mr. Sullivan stated he was drafting an initiative petition regarding the Loop Trolley to be <br />circulated next year. He said the petition would propose an ordinance to set up a business <br />license of $50,000 a year for any Trolley operating within the City and a tax of $1 for each <br />Trolley passenger along with a mandate for a security guard on each Trolley car in <br />operation. Mr. Sullivan also spoke on University City School District bond issue planned for <br />the ballot next spring, questioning the purpose when the students at the high school are <br />doing so poorly with test scores showing that only 18% of the students had passing math <br />scores. <br /> <br /> Ms. Jen Jensen, 706 Pennsylvania <br /> Ms. Jensen referenced an article in the Patch concerning the last City Council meeting <br />stating the Citizen Crime Taskforce failed to win an approval by City Council. She also <br />noted a few of the comments from members of Council who did not feel the need for the <br />taskforce by saying that the taskforces have had a “Checkered-past” and asked what was <br />meant by that statement. <br /> <br />I. Mr. Michael Maclin, University City High School principal to provide a brief high school <br />update. <br /> Mr. Walker introduced the University City High School Principal Mr. Michael Maclin, <br />who would give a brief update regarding the high school. <br /> <br />Mr. Michael Maclin, 76 Balson Avenue <br />Mr. Maclin stated it was his pleasure to be able to talk about the great things happening <br />at University City High School.
