Session 1764 <br />August 30, 1999 <br /> <br />City Council BudSet Study <br /> Monday, May 15 <br /> Wednesday, May 17 <br /> <br />Responding to Mr. Wagner, Mr. Ollendorff said that Jewish holidays were checked and <br />double checked for conflicts. <br /> <br />Mr. Wagner moved approval. Mr. Munkel seconded the motion, which carried <br />unanimously. <br /> <br />AGENDA ITEM #4 - BIDS FOR DELMAR TREE WELL REPAIRS: <br /> <br />Mr. Ollendorff reported that many of the 8ranire pavers placed in the 120 tree pits in <br />the Delmar Loop last year had become loose and displaced. In some instances it <br />is unsiShtly while in a few cases it presents a danger to pedestrians as well as <br />attractive throwin8 objects for vandals. Accordingly, we requested emergency <br />bids from three contractors currently workin8 for the City. The proposals <br />exceeded our cost estimate and five additional companies were invited to provide <br />proposals. The low bid of $300 per tree well was submitted by Dave's Lawn & <br />Landscaping. We contracted for the work to be done on several locations in order <br />to verify their ability to do the work and to get started with the project. Based on <br />their low bid and acceptable work to date Mr. Ollendorff recommends approval of <br />a contract with Dave's Lawn & Landscaping services covering 52 tree wells <br />requiring immediate repair work for a total cost of $:~5,600. Since this was not <br />budgeted we may need to transfer funds from contingency later this year. <br /> <br />Mr. Schoomer moved approval. Mr. Sharpe seconded the motion. <br /> <br />Responding to Mr. Schoomer, Mr. Ollendorff said that there was not a way to recover <br />damages from the original contractor that put in the previous wells. The contractor <br />claims that he put the wells in according to our specifications, and for the most part, he <br />did. We did not require that they be mortared in place. We prescribed that they all be <br />put in "tightly fitted", but not mortared in place. It just did not work. Mr. Schoomer said <br />that the initial installation was tightly fit and the job was satisfactory. Mr. Schoomer <br />asked why there are problems now. Mr. Ollendorff responded that the block simply did <br />not wear well over the winter. Some are alright, but most need repairs. Responding <br />further to Mr. Schoomer, Mr. Ollendorff replied that the City Forester has asked that <br />only half of the three rows of granite block be mortared in, the other half would just sit <br />into the space, so that water can flow free to the tree roots. Mr. Schoomer commented <br />that this project has changed quite a bit from the initial proposals for the design of these <br />blocks, but he supposes that we are stuck with it for the time being. <br /> <br />4 <br /> <br /> <br />
