Session 1764
August 30, 1999

Mr. Sharpe asked if the new contractor will guarantee these blocks for any length of
time. Mr. Ollendorff stated that they could not guarantee them. The City's engineers
had sought advice from two different contractors that made trial installations, so we
could see if they would hold out. The contractor has to only put the blocks in according
to our specifications. We do not ask the contractor for a guarantee. Mr. Ollendorff said
that he was certain that they would hold up a lot better than the previous installation,
but he could not guarantee it. Responding further to Mr. Sharpe, Mr. Ollendorff stated
that the previous installation was put in about a year ago. A third of them have held up
pretty well, another one-third have done poorly and the remainder various degrees in
between.

The motion passed unanimously.

AGENDA NO. 5 - OLIVE ENTRY SCULPTURE PROJECT:

Mr. Ollendorff requested awarding the budgeted $1.5,000 commission to Robin
Murez to construct and install "Lion in the Grass" on Olive near Skinker as
recommended by 2/3 of the involved citizens and a majority of the art project
committee. This project originated when the City Council authorized the concept
last October following the City Entrance Improvement Analysis also directed by
the City Council. A committee made up of city departments and arts agencies
carried out a very public process for soliciting and selecting the art work. The
finalists' projects have been the subject of extensive publicity and wide-ranging
public response. Sixty four percent liked best the recommended art work. The
other three finalists received between 10 and 29 votes while 7 said none of the
above and 1. person criticized the whole process. We need to thank nearly 200
citizens who participated in the selection process and congratulate the committee
members for a job well done. We should recognize the interest and effort of the
1.0 artists who submitted proposals and the 3 other finalists who demonstrated
their talent by the preparation of models.

Mr. Wagner moved approval. Mr. Schoomer seconded the motion.

Responding to Mr. Wagner, Mr. Ollendorff responded that the Arts and Letters
Commission had a representative on the project committee.

The motion passed unanimously.

5
