<br />Mayor Welsch spoke of her visit to Barbara Jordan Elementary School with Captain Carol Jackson <br />to talk to third graders about how to be safe in their homes and neighborhoods. She said this visit <br />came about from a letter she received from third graders Albert Smith and Johnathan Gordon. <br /> <br />Mayor Welsch noted that she took part and spoke at the Youth Violence Prevention (YVP) <br />Community Planning Forum at St. Louis University. St. Louis Mayor Slay, Mayor Parks of East St. <br />Louis and St. Louis County Executive Charlie Dooley also spoke. <br /> <br />Mayor Welsch noted that she and City Manager Mr. Walker had their quarterly meeting with the <br />School Board and the Schools’ Superintendent. <br /> <br />The Mayor said she also went to a very-well-attended meeting with Olive business and property <br />owners to discuss on-going and planned initiatives along Olive. <br /> <br />Mayor Welsch attended an event in support of the Epworth Center which will, unfortunately, be <br />leaving U City in the no-too-distant future for a new location in a building that they will own. <br /> <br />Mayor Welsch said, on a good note, according to our lobbyist in Jefferson City and since the <br />redistricting in the House of Representatives there has been very little discussion of efforts to <br />change the sales tax distribution system – and no bills have been filed. <br /> <br />Mayor Welsch asked for Council’s approval to let a resident to speak before adjourning. Council <br />unanimously approved. <br /> <br />Mr. Raheem Adegboye, 7629 Canton Avenue <br />Mr. Adegboye said he has not been at a Council meeting in a long time, but what he has observed <br />tonight demonstrated that the Council is not together and they are the elected officials of the City. <br />He said the people of the City depend on the Council for running the City. Mr. Adegboye believed <br />that they have done a good job, but together they could to a better job. Mr. Adegboye suggested <br />the Council have special Council meeting to iron out their differences so that next time the Council <br />would act like brothers, sisters, and friends. <br /> <br />Mayor Welsch asked for a motion to go into closed session <br /> <br />Mr. Glickert moved to go into closed session and was seconded by Mr. Sharpe. <br /> <br />Mr. Kraft questioned why they were going into closed session on this issue. He said it did not make <br />sense. He suggested that maybe they could do this as a study session because he felt the issue <br />was not at the level for a closed session. <br /> <br />Mayor Welsch stated that Council should keep in mind the closed session that was planned and <br />also Ms. Carr’s addition at the beginning of the meeting of another legal closed item. She asked <br />Mr. Walker in regard to the closed session that was planned, if it definitely needed to be discussed <br />in closed session. <br /> <br />Mr. Martin stated that if he did not think there was a reason to ask for the closed session he would <br />not have requested it. If Council decided that a closed session was not necessary then a work <br />session would be fine with him. <br /> <br />Ms. Carr asked Mr. Martin if having a closed session was his confidential legal advice to Council. <br /> <br />Mr. Martin said part of it would be. <br /> <br />Mr. Crow said he was still confused because it looked like they were just updating things. <br />12 <br /> <br /> <br />
