<br />3. <br />Grove Design Group to provide design and construction services for a bicycle facilities <br />improvement project not to exceed $28,900.00 with a City match up to $5,780.00 and a <br />Federal match of $23,120.00. The staff recommended approval to grant authority to the City <br />Manager to sign and enter into the contract with Grove Design Group. <br /> <br />Ms. Carr moved to approve the City Manager to enter into a contract with Grove Design Group <br />to provide design for a bicycle facilities improvement project and was seconded by Mr. Glickert. <br /> <br />Mr. Walker stated the project would be marking the bike path on Canton Avenue, Old <br />Bonhomme Road and Jackson Avenue. <br /> <br />Mr. Crow asked if the contract was for design and construction. <br /> <br />Mr. Rich Wilson, Director of Public Works and Parks stated that it was for the design. This firm <br />would also perform the inspection of the final construction. He said when the design was <br />completed, the City would bid the construction of the project and the design firm would do the <br />final inspection for proper completion. Mr. Wilson noted that it was a federally funded project. <br /> <br />Mr. Crow asked if they were spending $30,000 just to do the design and then needed to get <br />another bid for the construction. <br /> <br />Mr. Wilson said that was correct as it was a $200,000 project altogether. <br /> <br />Ms. Carr’s motion carried unanimously. <br /> <br />4. <br />Cochran to provide design and construction services for the Chamberlain Ave. bridge <br />replacement project not to exceed $85,445.87 with a City match up to $17,089.18 and a <br />Federal match of $68,356.69. The staff recommended approval to grant authority to the City <br />Manager to sign and enter into the contract with Cochran. <br /> <br />Mr. Price moved to approve granting the City Manager to enter into the contract with Cochran <br />for providing design and construction services for the Chamberlain Ave. bridge replacement <br />project and was seconded by Mr. Sharpe <br /> <br />Mr. Glickert asked if the City had someone on staff with training on bridge construction. <br /> <br />Mr. Wilson stated that there was no one on staff certified in bridge inspection but he and Sinan <br />Alpasian, City Engineer in the Public Works & Parks department knew enough to recognize <br />what to inspect. <br /> <br />Mr. Glickert asked that when the project was completed, if they would bring someone in to <br />certify the final construction for verification of state county and city regulations. <br /> <br />Mr. Wilson said yes and that it was similar to the bike project; the design company would do <br />the inspection while the bridge was being built making sure it was being built according to <br />specifications. He noted the bridge would have a life span of 50-years. <br /> <br />Mr. Glickert asked how traffic would be handled during construction. <br /> <br />Mr. Wilson stated that there would be a detour of traffic during construction, but the details <br />were not known at the time. He said the shortest and most logical detour would be used. <br /> <br />Mr. Price’s motion carried unanimously. <br />3 <br /> <br /> <br />
