<br />2. <br /> Mayor Welsch nominated Kimberly Jones to be appointed to the Park Commission <br />replacing Karen Palmer, was seconded by Mr. Crow and the motion carried <br />unanimously. <br /> <br />3. <br />Mayor Welsch nominated Winifred Sullivan to the Arts and Letters Commission, was <br />seconded by Mr. Glickert and the motion carried unanimously. <br /> <br />4. <br /> Mayor Welsch nominated Mark Winer to the Economic Retail Sales Tax Board, was <br />seconded by Ms. Carr and the motion carried unanimously. <br /> <br />G. SWEARING IN <br /> 1. <br />James Guest was sworn in to the Historic Preservation Commission. <br /> <br />H. CITIZEN PARTICIPATION (Total of 15 minutes allowed) <br /> Ms. Elsie Glickert, 6712 Etzel <br /> Ms. Glickert stated that her presentation concerned the Loop Trolley. She did not think <br />this information had ever been presented in this chamber since she has been here. Ms. <br />Glickert said the Trolley Company never produced a study although there was a vote for <br />a feasibility study at a cost of $250,000. She said the resolutions passed by University <br />City Council and the City of St. Louis called for a feasibility study. Ms. Glickert quoted <br />from an article, “Streetcar Scam” which discussed economic development myths in <br />regard to streetcars, maintenance, operation, and engineering involved that could be very <br />expensive. She requested that the City Council study this report in making their decision <br />regarding the Loop trolley. Ms. Glickert noted that a double-decker bus could do the <br />same job. Ms. Glickert’s documents can be found at end of these minutes. <br /> <br />I. PUBLIC HEARINGS <br /> None <br /> <br />J. CONSENT AGENDA <br /> None <br /> <br />K. CITY MANAGER’S REPORT <br /> <br />1. Conditional Use Permit (C.U.P.) application for 6623 Delmar Boulevard = Xin doing <br />Wei with Xu & Wei Co., Inc.; ground floor restaurant (non-retail) with frontage on <br />Delmar Boulevard in CC – Core Commercial District. The staff recommended <br />approval of the Conditional Use Permit (C.U.P.) application. <br /> <br /> Mr. Glickert moved to approve the Conditional Use Permit (C.U.P.) application for <br />6623 Delmar Boulevard = Xin doing Wei with Xu & Wei Co., Inc.; ground floor <br />restaurant (non-retail) with frontage on Delmar Boulevard in CC – Core Commercial <br />District, was seconded by Mr. Sharpe and the motion carried unanimously. <br /> <br /> Mayor Welsch commented that she supported the application. She noted that when <br />efforts began to redevelop the Loop under a previous Council around 30 years ago, <br />a new ordinance was passed. This ordinance encouraged the development of foot <br />traffic in the Loop by limiting the use to predominantly retail on the street level. The <br />Mayor asked Mr. Walker to provide Council with the ratio of retail stores to food <br />3 <br /> <br /> <br />
