She wants to make sure the street-level uses stay balanced as far as <br />commercial retail to food establishments, since retail was the engine that drove the <br />redevelopment of the Loop. <br /> <br />She also referred Council to an article in the St. Louis Business Journal discussing <br />the challenges that face our neighbors in Clayton regarding the same situation. <br /> <br />2. Authorization for the City Manager to enter into a Greenspace Agreement with <br />Washington University. The staff recommended approval. <br /> <br />Mr. Sharpe moved to approve the authorization for the City Manager to enter into a <br />Greenspace Agreement with Washington University, and was seconded by Mr. <br />Crow. <br /> <br />Mr. Glickert asked if it pertained to an alley. <br /> <br />Mr. Walker stated that it was regarding Greenspace lot 3, which provided an <br />easement agreement for public access. <br /> <br />Mr. Glickert asked what would happen when equipment was needed to get into that <br />area. <br /> <br />Mr. Walker stated that the next item on the agenda would deal with providing the <br />shared access. <br /> <br />Mr. Glickert asked would there be work on the City’s part as far as the alley way is <br />concerned. <br /> <br />Mr. Walker stated that this was not the alley and he asked Ms. Andrea Riganti, the <br />Director of Community Development, to address this issue. <br /> <br />Ms. Riganti said this request was specifically for the Greenspace agreement to allow <br />public access. She noted the area involved is the vacant lot between Eastgate and <br />Limit Avenue, north of Enright, which would include a portion of the alley. Ms. <br />Riganti stated that the fire department has reviewed the request and is comfortable <br />with what access would be provided. Ms. Riganti clarified that the request for the <br />vacation of the alley would occur later on in the agenda. <br /> <br />Mr. Glickert asked if this easement would be in perpetuity and if both lots were <br />owned by Washington University. <br /> <br />Ms. Riganti agreed that both sides would be in the open space agreement. She also <br />said as long as Washington University owned the property, this easement would <br />remain. <br /> <br />Mr. Crow asked if it was a vacant lot and asked when it was vacated to Washington <br />University and if part of the vacated land would remain greenspace. <br /> <br />4 <br /> <br /> <br />
