Session 1766
October 4, 1999

remains available in the current year allocation. This could be reinstated next
year if need is demonstrated. In addition to the money noted above the City
allocates $80,000 in CDBG revolving funds annually to Home Rehab. Mr.
Ollendorff was pleased to announce that the contract was signed this week with
St. Louis County providing an additional $100,000 for HOME rehab grants in the
northeast part of University City. Other suggestions for new or expanded
programs especially in the Partridge Heights neighborhood will be considered in
the 2000 General Fund budget.

Mr. Sharpe moved approval. Mr. Wagner seconded the motion.

Responding to Mr. Schoomer, Mr. Ollendorff confirmed that we would have approximately
$190 thousand dollars for home rehab in the northeast corner of the City next year.

Responding to Mr. Lieberman, Mr. Ollendorff explained that the $100,000 for HOME was
for forgivable loans, which basically means grants. On paper, we are technically loaning
the low income homeowner money, but if he or she or they stay in the home for a number
of years, then the loan is gradually forgiven. Responding further to Mr. Lieberman, Mr.
Ollendorff clarified that the $69,500 did not include any street repair at all. This money is
earmarked only for sidewalk replacement on Chamberlain. Mr. Lieberman said that this
was misleading. Mr. Ollendorff explained that in the past they used the general category of
Street Repair, which included everything from parking lots, sidewalks, alley paving to street
paving to curbs. This year people asked what we were going to do with that money
specifically. Mr. Lieberman said that there were definitely streets that needed repair. Mr.
Ollendorff agreed and stated that the general fund would be used to fund those repairs.

Responding to Mr. Wagner, Mr. Ollendorff stated that it was 6500-6600 blocks of
Chamberlain, from Sutter to Kingsland that would be receiving the repairs.

The motion carried unanimously.

PERSONNEL REPORT:

Mayor Adams noted the personnel report for the week ending October 1, 1999.

CITY CLERK'S DOCKET:

BILLS FOR INTRODUCTION:

Mr. Ollendorff said that he had several requests from Councilmembers to prepare a bill for
this evening to allow liquor sales at 11 a.m. Currently our local ordinance restricts all types
