Session 1769 <br />November 8, 1999 <br /> <br />Mr. Schoomer asked for legislation that would restrict the proliferation of check cashing <br />establishments in the University City area. There are just too many of them. Mayor Adams <br />suggested putting them with pawn shops. Mr. Sharpe said that he was getting many <br />complaints about these establishments, as well. <br /> <br />BOARDS AND COMMISSIONS LIAISON REPORTS: <br /> <br />Mayor Adams reported that the Industrial Development Authority met two weeks ago and <br />they looked at a proposal that came from the joint commission of the Mayor and School <br />Board Presidents Commission dealing with the concept of encouraging, promoting and <br />working toward turning rental property into home ownership. The IDA approved a one time <br />grant that will be administered by the UCRS to work on this project over the next year. The <br />comprehensive plan for the City was also looked at. <br /> <br />Mr. Sharpe said that the Traffic Commission did not have a quorum and therefore, a <br />meeting was not held. <br /> <br />Mr. Schoomer said that the Arts and Letters Commission had completed plans for the <br />Returning Artist Series. They discussed beer sales and noise control and the Summer <br />Concert. Selection of the music was also discussed. No decisions have been made. <br />Discussion will continue on this topic. The Historic Preservation Commission temporarily <br />approved the Historic Jackson Park Student Gardens. They would like a change of <br />fencing, because it is within the boundaries of the Historic District, but they will withhold <br />the request and see how it goes this season. It will be reviewed at the end of next summer. <br />The Parkview Gardens SBD discussed the initiation of a program for adding street markers <br />or pylons to the entrance of the streets in Parkview Gardens. One successful design was <br />presented and placement will be investigated. The Loop SBD critiqued a successful parade <br />and began planning the Christmas walk. <br /> <br />Mr. Lieberman said that at the last Park Commission meeting the U. City Track Club <br />discussed the problems they are having at the track when soccer was going on at the same <br />time. The soccer spectators tend to gather on the track while the track club is practicing. <br />The leaders of the really big soccer leagues are requesting a change in the hourly rate they <br />are being charged, because they claim that their average City residency is 68%. They want <br />to lower their fees based on this higher percentage of residents. This was turned over to <br />the Fees and Policies Subcommittee. It was announced that the police will crack down on <br />dogs running loose in Lewis Park, with more signs being added. It was also announced <br />that a strip of city owned land at the southeast corner of Vernon and Pennsylvania, where <br />MSD is finishing up, could be used as a dog park, where residents could let their dogs run <br /> <br />11 <br /> <br /> <br />
