Session 1769
November 8, 1999

Occupancy of the expanded area of the nursing home shall be limited to no more
than 72 patients in direct correlation to the number of new parking spaces being
provided by the expansion.

10.

A detailed construction traffic control and parking plan should be submitted to the
Director of Planning for approval. Said plan shall set forth details pertaining to worker
and resident parking during all phases of the proposed construction. It shall further
detail solutions to public property maintenance issues such as street cleaning and
traffic diversion. No construction workers shall park on the public streets during the
construction period. Said plan shall be finalized prior to the issuance of a building
permit.

11.

Site coverage shall be in accordance with the requirements of Section 34-34.5(6) of
the University City Zoning Code.

12.

The height and mass shall be restricted to that shown on the final approved
conditional use application plans.

Mr. Schoomer moved approval with conditions as stated. Mr. Sharpe seconded the motion.

Ms. GiGi Reiling, 8651 Barby Lane, said that her comments were very much in line with
Mr. Talonn's. There are some hazardous conditions which someone in the City needs to be
monitoring. The orange fencing is hazardous in her opinion. She wanted to know who
would be monitoring this project to make sure all the conditions are being met. The City
Manager stated that it was his job to make sure his staff monitored and enforced the
conditions. Site visits will be made periodically during the construction.

Responding to Mr. Munkel, Mr. Ollendorff stated that the only complaints that he had
received in recent months was involving dusty conditions at the W. Kingsbury turnaround
and some parking and traffic problems due to the construction. These minor issues have
all been resolved, to the best of his knowledge, in a timely and satisfactory manner by the
Gatesworth staff.

In response to Mr. Lieberman's question, Mayor Adams called Mr. Charles Deutsch, the
developer, up to address the Council.

Charles Deutsch, #1 McKnight Place, stated that he had reviewed all of the conditions and
has found them reasonable.

The motion to approve passed unanimously.

4
