Session 1769 <br />November 8, 1999 <br /> <br />AGENDA #4 - REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC INTEREST <br />RESEARCH: <br /> <br />Mr. Ollendorff stated that the Fund for Public Interest Research is planning to conduct a <br />door-to-door campaign on behalf of MoPIRG (Missouri Public Interest Research Group) for <br />the period November 9, 1999 through November 30, 1999. They will collect financial <br />contributions and petition signatures. Canvassers will cease direct door-to-door solicitation <br />at 7:00 p.m. during November in accordance with the adopted City Council restrictions. <br />This is the organization's annual public education and membership drive to build support <br />for the Human Rights Campaign to stop hate crimes. The organization has certified that <br />the cost of raising the funds in the solicitation will not exceed 25% of the total amount <br />raised. <br /> <br />The representative of the applicant was asked to come up to the microphone to answer <br />questions of Council. <br /> <br />Courtney Roberts, 7661 Delmar, responding to Mr. Lieberman, stated that they do not <br />solicit residents outside of businesses because they feel that it is more comfortable for the <br />resident to perform the survey in their home. Mr. Lieberman reiterated his long standing <br />opposition to door-to-door solicitations of any kind. He tells his neighbors to contact police <br />if they notice strangers in the neighborhood. <br /> <br />Mr. Schoomer moved approval. Mr. Sharpe seconded the motion. All voted Aye, except for <br />Mr. Lieberman, who voted Nay. The motion passed five to one. <br /> <br />AGENDA #5 - LIQUOR LICENSE - 8159 OLIVE: <br /> <br />Mr. Ollendorff reported that an application has been submitted to transfer the existing <br />license to sell beer by the package at retail to a new franchise operator. The applicant has <br />been checked out by the police and found to have a clear record. While the location has <br />been the subject of many calls for police service in recent years, none of the violations <br />appear to involve liquor sales and none appear to be directly attributable to any operating <br />problems caused by the management of the store. It therefore appears to be appropriate <br />for City Council to approve the new applicant. <br /> <br />Mr. Munkel moved approval. Mr. Sharpe seconded the motion. <br /> <br />5 <br /> <br /> <br />
