Session 1769 <br />November 8, 1999 <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that police had not received any <br />complaints from neighbors in recent years. 6 to 8 years ago, they received many <br />complaints from neighbors. <br /> <br />Responding to Ms. Colquitt, Mr. Ollendorff said that the police charge against the owner for <br />selling alcohol to a minor was a different owner and not the current one. <br /> <br />Responding to Mr. Munkel, Mr. Ollendorff replied that he was correct in assuming that this <br />was the third or fourth application for this location. Every time the manager changes, the <br />application process has to begin again. Mr. Schoomer believes this to be a good practice. <br /> <br />The motion carried unanimously. <br /> <br />AGENDA #6 - SETTING PUBLIC HEARING ON ZONING AMENDMENT REQUIRING 3D <br />DEVELOPMENT SITE MODELS: <br /> <br />Mr. Ollendorff recommends setting December 20 at 7:30 p.m. in these Council Chambers <br />as the time and place for a public hearing on the Plan Commission's proposed amendment <br />to the zoning code to require 3 dimensional modeling of buildings in and contiguous to <br />future development proposals. This requirement is suggested in the recently adopted <br />Comprehensive Plan. Mr. Ollendorff believes that such a requirement is an unnecessary <br />added expense for developers and should be at the option of City Council rather than an <br />absolute requirement for all multi-story developments. If the City Council is not interested <br />in imposing such a requirement under any circumstances then it might be appropriate to <br />deny a public hearing. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff explained that a public hearing would not <br />need to be held to decide this issue if the Council decides totally against amending it. It <br />would be better to be very explicit in the ordinance, but he feels this is unnecessary. The <br />Zoning Ordinance states that the Council can require the submittal of information showing <br />the relationship to adjacent properties, which could mean a model. Council has this <br />authority now. Responding further to Mr. Lieberman, Mr. Ollendorff stated that he doubted <br />that any developer would actually deny the Council a model if it was requested of them. <br /> <br />Responding to Mr. Sharpe, Mr. Ollendorff said that a public hearing would only be <br />necessary only if the Council wishes to amend the zoning ordinance to require or may <br />require developers to submit 3D models. <br /> <br />Mr. Munkel asked what the approximate cost would be to build a 3D model. <br /> <br />6 <br /> <br /> <br />
