<br />has requested design review for compliance with district standards for the proposed <br />trolley line installation and roundabout. He stated that they would come back for right- <br />of-way permits and building permits in the future. Mr. Greatens reviewed the <br />boundaries of the Civic Plaza Historic District and the areas involved with the project. <br />He stated that there had been some changes since the May 17 HPC meeting and the <br />applicant would describe the changes. He stated that the goal was that action be taken <br /> <br /> <br />Tim Nittler with CH2M Hill, representing the applicant, Paul Hubman with East-West <br />Gateway, provided an overview of the project. Other project team members in <br />attendance included Jerry Blair with East-West Gateway and Jo Emerick with URS <br />Corporation. Mr. Nittler explained the revisions made since the May HPC meeting. He <br />stated that in May, the trolley line was shown as coming into the Historic District and <br />stopping in front of the Music Building at 560 Trinity Avenue with a staging area to <br />handle trolley traffic on day when traffic would be higher. He stated that they had since <br />revised the track by shortening it; the end of the trolley line would now be in front of the <br />park near the Post Office. He stated that shortening the line would get it out of the <br />National Historic District. He stated that the roundabout was still scheduled to be <br />installed and the design had not changed since May. <br /> <br />Mr. Nittler also provided a summary of the trolley project. He stated that the trolley <br />would travel in its own lane from the west end of the line to Melville Avenue and the last <br />stop in University City was west of Limit Avenue. He stated that there was an issue at <br />the last meeting with the lights. Mr. Nittler provided a drawing showing the lights to be <br />removed, lights that would remain, and lights that would be added. He stated they <br />intend to remove the large five-bulb lights with bollards around them at the intersection <br />of Delmar and Trinity. <br /> <br />Questions/Comments from Commission members and responses included: <br /> <br />- At the May meeting the space between existing curb and new curb in front of City <br />Hall was discussed as being a flat lawn area and it seemed to be a missed <br />opportunity if not included in the scope of the project. <br /> <br />- Losing parking spaces on the street would be problematic. <br /> <br />Mr. Nittler stated that there could be parking opportunities surrounding the <br />roundabout and the number of parking spaces lost is not available yet. <br /> <br />Mr. Lai stated that recently the City designated several spaces on the lot behind <br />City Hall for visitors only. <br /> <br />- Commission members stated they liked the change of the track not extending to <br />the Music Building. <br /> <br />- Concern was expressed about potential loss of parking spaces due to the <br />project. <br /> <br />- A question was asked about the lights and if the proposed addition of lights <br />27 <br />Page of <br /> <br /> <br />
