<br />the municipal boundary, and the project boundary. He stated that the project is within <br />the Delmar Loop Parkview Gardens National Historic District. Mr. Greatens explained <br />that the eastern portion of the project was in the City of St. Louis and had been <br />reviewed by the Skinker De Baliviere Historic District and must be reviewed by the St. <br />Louis Cultural Resources Office. Mr. Greatens provided background information about <br />the project regarding other Boards and Commissions required to review the proposal. <br />He stated that the proposal will come before the HPC in the future for review of building <br />permits. <br /> <br />Regarding the request to demolish e <br />opinion that the HPC members consider including a condition that demolition permits <br />not be issued until the rezoning request and Preliminary Development Plan are <br />approved by the City Council and the both have yet to be approved. <br /> <br />Those in attendance representing the applicant included Peter Tao with Tao-Lee and <br />Associates, and Rose Windmiller, Art Ackerman, and Brian Newman, all with <br />Washington University. <br /> <br />Ms. Windmiller provided background information <br />student housing needs. <br /> <br />Mr. Tao provided a review of the site plan including information about the proposed <br />buildings and landscaping. <br /> <br />Mr. Ackerman provided a summary of the proposed retail space, parking and <br />sustainability measures. <br /> <br />Questions / Comments from the Commission and responses included: <br /> <br />- A question was asked about what buildings are to be demolished. <br /> <br />Mr. Greatens stated that the request is for all buildings to be demolished and this <br />request pertains to the buildings within University City only. <br /> <br />- Mr. Tao confirmed that the request is to demolish all buildings on the site and <br />phasing would be involved so the building at Westgate and Enright would not be <br />demolished until the second phase is ready to move forward. He stated they had <br />no intention to demolish the buildings and leave any space vacant. He stated <br />that Washington University needed that building there for now. <br /> <br />Commission members reviewed the standards in the Zoning Code pertaining to the <br />review of demolition permits and discussed buildings to be demolished and whether it <br />was necessary to review each building individually or not. <br /> <br />Additional Questions / Comments from the Commission and responses included: <br /> <br />- The only two buildings that seem to be of a more historic style are the two on <br />Delmar and possibly worthy of discussion.
