<br />BILLS <br />NONE <br /> <br />O. CITIZEN PARTICIPATION <br />Elsie Glickert, 6712 Etzel <br /> Ms. Glickert spoke regarding Mr. Porter’s statement on abdicating control of a linear park <br />which was not legal. A previous City Manager sold a park illegally in the past to which Mr. <br />Walker stated that it was not the current City Manager. She clarified that anything that <br />has to do with the parks must be voted on by the citizens. Ms. Glickert also stated that <br />she was unhappy with the round window in the Council Chambers. She stated that it was <br />either very dirty or it may be defective because it was cloudy. Ms .Glickert also noticed <br />that the clock’s time was wrong in the Council Chambers. Ms. Glickert said that years ago <br />they had an annual program with the high school called “High School Day at City Hall”. <br />That program disappeared in the 80’s. She said the youth would hold an election at the <br />high school and be elected to Council as a mayor, city manager, and other positions then <br />they would shadow those persons at City Hall for a day and come to the Council meeting. <br />She said it was a very informative program for the students. Ms. Glickert stated she would <br />like to see that reinitiated. She said it was held in the spring for the senior class. <br /> <br /> Beverly Williams, 6509 Corbitt Avenue <br /> Ms. Williams for an answer regarding the bill for the youth and seniors in the area because <br />she thought it was very important. She said the youth are dying too young and she was <br />wondering what was going to be done. <br /> <br /> Mayor Welsch clarified with Ms. Williams that at Mr. Price’s suggestion the issue with the <br />seniors and youth would be going back to the City Manager and staff to clarify some <br />points. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Sharpe said that U City in Bloom was doing an outstanding job and he wanted to <br />commend them for what they do. He also mentioned that the City of Life Christian <br />Church has a food pantry and they give baskets out to needy families. He said people <br />could come to the church on Saturdays for free food and clothing. <br /> <br />Mr. Glickert asked the City Manager to pass along to the Police Chief and the Police <br />Department that they did a very fine job on Saturday night in the Loop with handling the <br />flash mob scenario. He felt they were very professional and things worked out great. Mr. <br />Glickert said he asked the City Manager on Friday if the City was ready for that type of <br />scenario and Mr. Walker said yes. Mr. Glickert said the City was proactive and <br />everything went well. <br /> <br />Ms. Carr said Ms. Glickert asked an important question and she asked the City Manager <br />to find out if Trailnet or Great Rivers Greenway has been given a portion of a Linear Park <br />for the trail. She said any park land to be sold, traded or lent must come to a vote of the <br />people as stated in the City Charter. Ms. Carr said the theme of this meeting was that <br />the City and City Council have not acted as the City Charter has mandated. Ms. Carr <br />said she may come off as a little harsh, but that was one of the reasons she was elected <br />which was to bring the City in compliance with the City Charter. She hoped that when <br />there are issues of policy, they would be brought to the Council for them to decide and <br />15 <br /> <br /> <br />
