concerns last time on August appointments, the terms, how this would work and it
seemed to him that Council was presented with the same shoe.

Mr. Price asked the City Manager if the City Attorney would address or clarify to
make sure the bill is in compliance. He noted that the City is venturing into
unchartered territory of having a youth commission. Mr. Price stated that when
Council tries to do things for the youth, it always appeared that it was so complex.
He said on one hand the City wants to help the kids and on the other hand a lot of
stuff comes up why we can’t help young people. Mr. Price said Council was to
provide the City Manager with questions he would take to the City Attorney.

Mr. Sharpe said he concurred with Mr. Price.

Mr. Crow said if this bill is coming up at the next meeting for the second and third
readings, there will be a lot of amendments to this bill and thought there would be
a substantive change.

Mr. Sharpe stated based on what Mr. Price said, that all of the questions Mr. Kraft
and Mr. Crow raised, he would hope the attorney would clarify all of them.

Mr. Price said that whatever the City Clerk was looking at, if it could be resent, as
it looked like people got something different.

Ms. Pumm stated that she read from the same packet Council received but she
would gladly send it out again.

Following up on the comments of Mr. Sharpe, Mr. Walker suggested Council
proceed with introducing this ordinance and if questions be given to him by the
end of week, he would be sure the City Attorney would address them prior to
bringing it back to Council for final consideration.

Mr. Kraft noted the other thing was the way the ordinances were generally written
where each commission had its own ordinance. He said his preference would be
to separate the commissions into separate ordinances. Mr. Kraft said he had no
objections to the Senior Commission, stating it was pretty simple and straight
forward.

Mr. Walker noted he had discussed this with the previous City Attorney and he
recommended the one ordinance but he would review again with the new City
Attorney.

Mr. Price said he did not disagree with having separate ordinances for each
commission. He stated that both commissions have two different functions.

O. CITIZEN PARTICIPATION
Gloria Nickerson, 7576 Blackberry
Ms. Nickerson represented the University City Summer Band to which she is a Board
Member. She noted this was their seventeenth season. The band will play on
Tuesdays, July 9, 16, and 23, at 7:00 to 8:00 p.m. at the Market in the Loop.
10
