P. COUNCIL COMMENTS
Mr. Price asked about the resident who mentioned combining the five year with the ten
year flood plan. He asked the City Manager what did that reference.

Mr. Walker was not sure but thought the Corps of Engineer study had some
differences in respect to possible potential of purchasing certain properties depending
on funding levels.

Mr. Price asked for documentation to that effect and Mr. Walker would see what
information he could provide. Mr. Price thanked Ms. Carr, Ms. Felton, Ms. Huston,
Mae Etta and Gloria, all the folks who put together; the people who helped with the
applications needed for MSD. He noted there were 100 people affected and another
meeting sent out to 500 residents, and wanted to be clear that the 500 were the
people who were not affected but could be and the first 100 were also included in the
500. Mr. Price asked what the purpose of the meeting was for the 500 residents in a
flood plan.

Mr. Walker said the 100 were included in the 500 that could be affected by a flood. He
said the meeting for the 500 was to provide them with information and address any
questions they might have. He said City staff, MSD, Ms. Felton, Ms. Huston, Ms.
Weston would be present to help people fill out forms. Mr. Walker said a
representative from Congressman Clay’s office, representative from Ms. McCaskill’s
office, representatives from FEMA on the National Flood Insurance program, United
Way, Salvation Army, Community Action Agency of St. Louis County and resource
tables would be set up.

Mr. Price asked if any of the representatives from McCaskill or Clay’s office made any
commitment to try to get funding. Ms. Riganti said they had not. She said they said
they would try to expand the disaster declaration issued earlier. Mr. Price asked if
there was any commitment to get the Corps of Engineers to move the date up. Ms.
Riganti said there was not.

Ms. Carr stated at the last meeting she had asked the City Manager and the City
Attorney to talk to the Human Relations Commission and asked Mr. Walker as to
where that stood. Mr. Walker said it was in process. She asked if the commission
was going forward with the meeting with Schnuck's. Mr. Walker said it would depend
on the outcome of his scheduled discussions. Ms. Carr thanked Mr. Walker and Ms.
Riganti for putting together the flood informational meeting. She also thanked Andrew
Stern from U City Fellowship for offering his services to actually clean up some of the
basements for people who did not have resources. Ms. Carr thanked Ms. Nova Felton
who keeps records like nobody’s business and has allowed the City to offer help to fill
out MSD forms as she did at the 2008 flood. Ms. Carr stated she really hoped to see
the channels cleared as be her major push as it would go a long way in mitigating
some of the flash floods. She noted if the debris and underbrush were cleared and
MSD did regular maintenance on their channels, perhaps there would not be so many
of these incidents.

11
