<br /> <br /> Other commissions state that voting commission members must be qualified <br />voters in University City, which would mean they would have to be at least <br />18. He noted that maybe the Chair who is to be picked by the commission’s <br />voting members, should not be a fourteen year old. Mr. Kraft thought from <br />the legal aspect there should be an age qualification for the Chair of the <br />Youth Commission. <br /> <br /> Liability to the City for fourteen-year olds being a voting member of a <br />commission. <br /> <br /> Only commission where staff member would be a voting member. <br /> <br /> Wording in an ordinance, which once passed, would need an attorney to <br />decide what was meant. <br /> <br /> City Council may appoint at any time its members for each commission. <br />Does that mean it just applies to these two commissions? Maybe it should <br />be clarified that it only applies to this commission and doesn’t over-ride all <br />the rules for the other commissions. <br /> <br /> Council may appoint to initial terms of greater or less than two years. Mr. <br />Kraft asked if there were any limits on the greater than or less than. <br /> <br /> Ordinance states however after the expiration of the initial term the <br />commission member so appointed also could be appointed to two year <br />terms. Mr. Kraft asked how many terms does a member get. <br /> <br />Mr. Kraft noted in his view this ordinance needed substantive changes. He asked <br />that it be sent back and be re-introduced at the next meeting. <br /> <br />Mr. Walker stated that he did not think changes warranted it being sent back and <br />points Mr. Kraft raised could be addressed prior to the final reading. He said the <br />commission members have done a tremendous amount of work and it was time to <br />proceed. <br /> <br />Mayor Welsch noted that the staff person appointed by the City Manager, the staff <br />person appointed by the High School Principal and the person representing a <br />Social Service Agency were not voting members. The Junior Class President was <br />the only voting ex officio members. <br /> <br />Ms. Carr said that under the senior section it stated the commission was a seven <br />member but in section B, she said it stated a member shall serve a term of two <br />years and may be appointed for a second consecutive term. She mentioned <br />under Section 1 B the total number of members mentioned would be nine. <br /> <br />Mayor Welsch stated that that was clarified in the ordinance the City Clerk <br />included in the packet. Ms. Pumm stated in the packet Council received, under <br />Section 1 B, “Three of the initial appointments shall expire after one year and <br />appointees could serve two additional terms. The remaining four initial <br />appointments….”, which total seven not nine as was stated. <br /> <br />Mr. Crow said the issue was a worthy effort but concurred with Mr. Kraft, as most <br />of what he mentioned was also mentioned in a study session. He wondered what <br />happened to the points raised in the study session which the Council asked the <br />committee to look at but they were not addressed.
