BILL 9186 –
An ordinance adopting two new sections of the Municipal Code of the
City of University City, Missouri establishing commissions on Senior and Youth

issues and providing for the appointment of members to each commission.

Mr. Kraft stated that it was his understanding that the City’s current attorney had
not looked at this ordinance

Mr. Walker said the previous City Attorney drafted the ordinance that was before
Council now but the current City Attorney had not looked at it. He said the only
change was related to the composition of membership. Council had asked that all
members have equal voice in respect to appointments. Mr. Walker suggested
having the first reading and he would review the proposed ordinance with the City
Attorney prior to the ordinance’s final adoption.

Mr. Kraft stated there were some specific issues with this ordinance and if the City
wrote the ordinance, they would have to try to make it work. He had some
specific points that needed to be gone over with the City Attorney. He noted the
way the appointments were specified in the bill, the commission could end up with
all youth appointed. Mr. Kraft said he respected the idea of having youth on the
commission but the possibility of having 14-fourteen-year olds, needed to be
looked at. He then spoke on some wording issues:

Council appointments will be made each July and August. He asked if that
meant Council could only appoint in July and August. Mr. Kraft said he knew
of no other ordinance that specifies which month appointments could be
made.
8
