<br />Council agenda. He said emails were sent to all Councilmembers ahead of time <br />that Thursday was a holiday and the City Clerk would not be in on Friday. He <br />reminded Councilmembers that under previous administrations there were <br />Assistant City Managers and Assistant Clerks. He asked that, on a day like last <br />Friday, who would pull the changes together? A request had been sent out <br />stating the Council agenda would be sent out on Wednesday, which it was. On <br />Friday who would be around to do last- minute changes, as there is not an <br />Assistant City Manager, nor an Assistant City Clerk, and the City Clerk was on <br />vacation The City Clerk is entitled to have a day off. Mr. Walker said the agenda <br />item was not added as there was no one available to do it. <br /> <br />Ms. Carr said she agreed to add this but her esteemed colleague strongly <br />objected to the addition and objected to even providing the information as a result <br />of this report. She said she can go with the flow but will not take these personal <br />attacks when she tries to do something. If someone had not put the Study <br />Session on the agenda and failed to inform the subcommittee, there would not <br />have been an issue. She said she appreciated the fact that there are no <br />assistants and associates but she is also trying to keep the 24-hour rule in mind <br />and also will not sustain this abuse because she had to add this late even though <br />there is no assistants and associates. <br /> <br />Mayor Welsch said City Clerk Joyce Pumm did send out two emails reminding <br />Council of the Wednesday deadline. She asked Council to keep in mind that late <br />additions to the agenda that cannot be posted by the City Clerk, and are not of an <br />emergency nature, should then wait until the next meeting to be put on the <br />agenda. Mayor Welsch reminded Council that anyone can put study sessions on <br />the agenda for whatever discussion they choose. She also would like to remind <br />everyone that she did not appoint a head of the subcommittee but Ms. Carr did <br />offer to convene it. It was not her intention to have the convener act as head of <br />the sub-committee. Mayor Welsch had hoped that Council’s sub-committee could <br />work by consensus and was grateful for all the work the subcommittee is doing. <br /> <br />Mayor Welsch asked for vote on holding a Council Study Session on Monday, <br />July 15 at 6:00 p.m. on the fifth floor of City Hall to discuss the Evaluation forms <br />for the City Clerk and the City Manager. The motion carried unanimously. <br /> <br />Ms. Carr continued with her report from the sub-committee. She said the sub- <br />committee briefly discussed the City Manager’s position and found the easier form <br />to tackle was the City Clerk’s form, which all members participated in its <br />development and wording; to the Mayor’s point, all members. Ms. Carr said <br />amendments were made to the form in line with the suggestions made at the <br />Study Session, removing certain questions and incorporating goals made from the <br />last evaluation and the additional goals agreed upon in September and brought <br />forward by Councilmembers Glickert and Crow. The form was also changed to a <br />five point scale and noted there may be some redundancies that may want to be <br />evaluated and to let the sub-committee know. She said they briefly discussed Mr. <br />Walker’s form and no member appeared to be in favor of the short form.
