Mayor Welsch asked Mr. <br />Glickert how we went from a study session to Council discussing their employees’ <br />evaluation forms in the Regular Council session. <br /> <br />Mr. Glickert asked Ms. Carr if Council would have any farther discussion on the <br />document she asked to pass out. Ms. Carr said no. He said with that in mind, <br />what he proposed was for the Council to receive the documents that the sub- <br />committee put together and moved that Council have a Study Session, Monday, <br />July 15, 2013, at 6:00 p.m. Mr. Glickert noted that at that time Council would have <br />time to review the City Clerk’s evaluation form and to pursue the City Manager’s <br />form that was passed out. Mr. Glickert noted there seemed to be some general <br />favor to the short form. He said the study session would encompass looking at <br />the City Clerk’s form and the City Manager’s short form next Monday at 6:00 p.m. <br />Mr. Sharpe seconded the motion. <br /> <br />Mayor Welsch asked for a consensus for Ms. Pumm to hand out the forms with <br />the understanding that Council would not be discussing it tonight. There was a <br />consensus of Council with Mr. Kraft agreeing. <br /> <br />Mr. Kraft called a Point of Order stating the person making the motion should be <br />the first to speak. Mr. Glickert said he had nothing further to state and yielded to <br />Ms. Carr. <br /> <br />Ms. Carr noted it might be a good idea to have a study session. She said she <br />found out about the cancelled study session by asking Mr. Walker on Wednesday <br />what was on the agenda for July 8 Council meeting. She said it was then that she <br />found out there was a study session. Ms. Carr said the study session involved the <br />sub-committee which she was the head of and knew nothing about. She asked <br />Mr. Sharpe as she was told he and Mr. Glickert put it on the agenda. Ms. Carr <br />said Ms. Pumm told her that this study session was asked for on Monday and <br />when the sub-committee met on Tuesday, there was no mention of having a study <br />session and no mention of the short form. The reason the study session was <br />taken off was she believed the sub-committee was due the courtesy of being <br />informed but more than that we are the committee and was not apprised by <br />anyone that there was a preference to do anything. Ms. Carr said anyone could <br />have attended the meetings or picked up the phone to say they would like a form <br />to be considered. Ms. Carr said she did not object to the future study session, she <br />did not understand why the sub-committee met for one and a half hours and there <br />was a failure to convey to the other two members that there was a study session <br />proposed and what it was about. <br /> <br />Mr. Price asked for clarification if the short form was sent out. Mayor Welsch said <br />Mr. Walker had sent the short form to Councilmembers after it was requested at a <br />Council Study Session. <br /> <br />Mr. Walker said at one of the Council meetings, he was asked for the form he <br />used for the evaluation of the department heads, which he distributed to Council. <br />He will provide it again..
