Ms. Carr said essentially there was no discussion as to <br />what the commission said to do. She stated she wants Schnucks in University <br />City and had a difficult time making the correlation between bad asparagus and <br />racial behavior. As an example, she noted the Schnucks in Ladue, where she <br />shops, often has bad cucumbers but did not draw bad inference from that other <br />than they are not going a good job culling their vegetables. Ms. Carr noted that if <br />conversation was needed with Schnucks, as if they were not keeping their parking <br />lot clean or code violations would be an issue but found it difficult to tell them how <br />to set up their displays. She felt simple requests from customers go a long way. <br />3. Boards, Commissions and Task Force Minutes <br />4. Other Discussions/Business <br />Ms. Carr provided a report on the Council’s sub-committee on employee <br />evaluation forms and to note that neither of Council’s employees had been <br />evaluated in over eighteen months. She noted that Mr. Walker sent his one page <br />evaluation form to the Council as requested by the Mayor at the June 10, 2013, <br />Study Session. Ms. Carr said she discussed the questions with Mr. Walker and <br />asked him to participate in making suggestions on wording and format, but the <br />flood and other projects intervened. She said he responded in a couple of weeks <br />with the same strongly worded statements made in the Study Session. Ms. Carr <br />said she asked him again if he would participate by suggesting amendments in <br />content and changes in format but said he appeared satisfied with his position. <br />She said the committee met again, July 2, 2013, and briefly discussed the City <br />Manager’s position and decided the easier form to tackle was the City Clerk’s. <br />Ms. Carr asked the City Clerk to pass out the forms. <br /> <br />Mr. Kraft called a Point of Order stating the forms were not in their packet and this <br />item initially was not on the agenda. He has no problem listening to a report. He <br />asked how many pages were in the forms being passed out. The City Clerk said <br />17 pages. Mr. Kraft said a 17- page document, which is not an emergency, could <br />wait to another meeting or another study session. <br /> <br />Mayor Welsch asked Ms. Carr what was her intent. Ms. Carr said she was just <br />passing out the form to show what the sub-committee has done and there would <br />be no action required on the form. She said she did submit this agenda item on <br />Friday to the City Manager, which was within the 24-hour notice required, and was <br />told that because the City Clerk was out of town it could not be put on the agenda. <br /> <br />Ms. Carr said it is not the last minute surprise and if Mr. Kraft and Mayor Welsch <br />choose not to take the form, they could find some way to pick it up later, however <br />it was a part of her report that the Council receive this form. <br /> <br />Mr. Kraft asked for a Point of Information. He asked if anyone had sent him this <br />form by email or by courier. <br /> <br />Mayor Welsch noted she thought there was to be a study session on this issue <br />before the Regular Council meeting this evening. She was told that the study <br />session was cancelled by a member of Council and now this issue is on the <br />agenda.
