Session 1688, Minutes <br />February 24, 1997 <br /> <br />LIQUOR LICENSE- 8159 OLIVE <br /> <br />Mr. Ollendorff reported that the 7-Eleven store at 8159 Olive had applied for a transfer and an upgrade <br />in their beer and wine license to a full liquor license. Council's policy has been to limit full liquor <br />licenses to large general merchandise stores or grocery stores with alcoholic beverages being a minor part <br />of the operation. He recommended that Council deny the full liquor license application. The <br />background investigation on the new franchisee indicates no objection to transferring the existing beer <br />and wine license to the applicant. Mr. Ollendorff sees no reason not to approve the transfer. <br /> <br />Mr. Lieberman stated that this kind of license had been requested many times in the past and that the <br />neighborhood had always strongly objected to a full liquor license, even a beer and wine license, at this <br />location. <br /> <br />Mr. Ware moved denial of the full liquor license upgrade. Mayor Adams wanted Council to make sure <br />that they understood that two questions were being presented to Council for approval. One, the <br />transfer and then secondly, the full liquor license. Mr. Schoomer noted that all he had in background <br />material, was the full liquor license application, and asked if there was another document that called for <br />a transfer. Mr. Lieberman said that there was not another document that called for a transfer. Mr. <br />Ollendorff said that the application before Council was for an upgrade only. <br /> <br />Mr. Schoomer seconded the motion to deny the full liquor license upgrade application. Mr. Schoomer <br />added that he would, reluctantly, not be opposed to the transfer of the license, since it was in place. <br /> <br />Mayor Adams asked if there was a representative from the company, or the applicant, present at the <br />meeting. Neither was present. <br /> <br />All aye motion carried to deny the full liquor license upgrade. <br /> <br />Mayor Adams directed Mr. Ollendorff to contact the applicant and inform them that it appears that the <br />Council may be receptive in accepting the transfer of the beer and wine license, but would not accept <br />the upgrade to full liquor. <br /> <br />PERSONNEL REPORT <br /> <br />The Personnel report for the period ending February 21, 1997, was received and ordered filed. <br /> <br />CITIZEN COMMENTS <br /> <br />Ms. Anita Feldman, 7482 Gannon, said that before she purchased her Mazda truck, two years ago, she <br />contacted a woman at City Hall, regarding possible problems with where to park it. She told the female <br />employee that she had a Mercedes and a Harley already parked in her garage and that she had no <br />driveway. Ms. Feldman was told that it would be no problem to park the truck out on the street, yet <br />she has been ticketed several times. After questioning City staff again, she was told to park her <br />Mercedes on the street and put the truck in the garage. The truck will not fit in the garage with her <br />motorcycle. She wants permission to buy a sticker for the truck or convince Council to reclassify <br />pleasure trucks as a regular vehicle. She does not understand why commercial vans can park on the <br /> <br /> <br />
