Session 1688, Minutes <br />February 24, 1997 <br /> <br />street without getting ticketed. <br /> <br />Mr. Ollendorff said that the resident explains the situation correctly - the ordinance does not allow any <br />trucks on the street and it does not allow any permits to be issued unless there is not a place on the <br />property for the vehicle. <br /> <br />Mayor Adams said that determining what is a truck and what is not had been a historical problem for <br />the Council numerous times in the past. Mr. Ollendorff said that the only way to take care of the <br />situation would require a change in the ordinance by the City Council. Mr. Munkel wanted to clarify if <br />there was indeed a driveway or a garage on the premises. Mr. Ollendorff said that there was a garage, <br />but the ordinance did not specify. It iust states that if there is no place on the property for the vehicle <br />to be parked, then a permit could be issued. <br /> <br />Ms. Feldman said that what upsets her is that she contacted City Hall first, before she purchased the <br />vehicle. She was given the wrong information. She was told since she already had a vehicle in the <br />garage that she could park the truck out on the street, otherwise she would not have purchased the <br />truck. The State will not issue a passenger license for a truck. <br /> <br />Mr. Schoomer welcomed the newest Councilmembers to look the issue over again, but that there had <br />been considerable deliberation on this issue in the past. Mr. Schoomer also directed Mr. Ollendorff to <br />go over the problem with his staff to prevent incorrect information from being given to other residents. <br /> <br />Mr. Ware said, over the last two years, more utility vehicles and trucks have been sold than cars. He <br />felt that the ordinance may need to be reworked in light of these recent purchasing trends. Mayor <br />Adams said he would not be against Councilmembers setting up a subcommittee to revisit the <br />ordinance. <br /> <br />Mr. Wagner said that many hours were spent on this very problem and that it wasn't the utility trucks <br />that the Council had a problem with. The Council was after the commercial trucks, bigger trucks and <br />work vehicles. It was impossible to differentiate between utility and work truck. The Council went so <br />far as to use measurement, such as length and size, as a determinate, but it turned out to be <br />unenforceable. He understands Ms. Feldman's annoyance with the City, but there are many residents <br />that want some kind of ordinance in place. Mr. Wagner also invited the new Councilmembers to try to <br />find a better solution. He added that the State would solve many problems if they would license utility <br />vehicles as passenger vehicles. Mayor Adams said that they have asked legislators to change this in the <br />past to no avail. <br /> <br />Mr. Bertram Sterbenz, 7000 Cornell, wanted to explain the delay in getting State and Federal approval <br />of the Pennsylvania proposal. The delay was caused by personnel turnover and vacations at the <br />Missouri Department of Transportation. The Federal representative was extremely apologetic about the <br />delays. He wanted to remind Council that they had the recommendation of the Chief of Police, the <br />Traffic Commission, the signatures of 497 people and now State and Federal approval and certainly <br />hope they have Council approval as well. <br /> <br />Ms. Eileen Halasey, 7301 Cornell, wished to convince Council not to approve the Pennsylvania Avenue <br />one way proposal prematurely. It was her understanding that this change was to keep the increased <br /> <br /> <br />
