Session 1688, Minutes <br />February 9.4, 1997 <br /> <br />traffic down due to the upcoming opening of the Pennsylvania bridge. She wanted Council to keep in <br />mind that they do not know that there will be a traffic problem yet, because the bridge is not yet open. <br />She said that it was not a high traffic area prior to the closing of the bridge. She is not opposed to <br />making changes in traffic patterns as long as there is an identified problem. She does have a problem <br />with making changes before a true problem exists. As a trustee for the University Heights Subdivision, <br />she cannot guarantee that there will not be any future modifications to the traffic flow on the private <br />streets and making Pennsylvania one way may cause problems. This will also limit access to Lewis Park. <br />Park visitors will have to take Princeton, Cambridge or Cornell to get to the park. She suggested that <br />Coundl take a wait and see attitude. <br /> <br />City Manager Ollendorff wanted to restate the December 13th memorandum that the Council, Mayor <br />and the public received in which he stated his preference for withholding action until traffic studies <br />could be made. He does realize that residents feel strongly about quick action before the bridge opens. <br /> <br />Mr. Schoomer stated that in the event that the trustees elect to alter the traffic flow on the subdivision <br />streets and problems do occur, that the City Manager's police powers could provide assistance or an <br />ordinance could remove the one-way restriction. He asked to go ahead with the third reading of the <br />ordinance. <br /> <br />BILLS FOR THIRD READING <br /> <br />BILL NO. 8315 - AMENDING CHAPTER 21 MUNICIPAL CODE RELATING TO MOTOR <br />VEHICLES AND TRAFFIC BY REPEALING SECTION 21-75, AND ENACTING IN LIEU THEREOF <br />A NEW SECTION TO BE KNOWN AS "SECTION 21.75. ONE WAY STREETS DESIGNATED," BY <br />AMENDING SAID SECTION SO AS TO MAKE PENNSYLVANIA AVENUE A ONE-WAY STREET <br />NORTHBOUND FROM CORNELL AVENUE TO VERNON AVENUE. <br /> <br />Bill No. 8315 was given its third reading. <br /> <br />Mr. Schoomer moved adoption. Mr. Munkel seconded. The roll call vote was as follows: AYES: <br />Councilmembers Ware, Munkel, Lieberman, Schoomer, and Mayor Adams. NAYS: Wagner. Bill No. <br />8315 became Ordinance No. 6100. <br /> <br />OTHER BUSINESS <br /> <br />Mr. Schoomer wanted to point out to the audience the current painting of the Council Chambers. The <br />nine color scheme is the same colors that were present in the Chambers back in E.G. Lewis' time. <br /> <br />Mr. Lieberman asked the City Manager what steps were taken to inform the County government and <br />the East-West Gateway Coordinating Council about the results of our resolution, adopted October 21, <br />1996 about the east-west Metrolink extension. <br /> <br />Mr. Ollendorff replied that he had wrote the County Executive's office and the East-West Gateway <br />Coordinating Council Friday, the 21st of February and today. He also sent them copies of the October <br />21st resolution, which indicated that the Council would be willing to consider various routes for <br />Metrolink, as they go through University City, if they met about eight conditions.
