<br />changes he thought his colleague in the first ward was referencing were not in <br />these technical changes. He said the changes on the amortization schedule that <br />the Pension Board, is a topic that all of Council would like to have a great deal of <br />time talking about the amortization of the unfunded balance <br /> <br />Mr. Kraft said his concern was even though they are only technical it was <br />complicated and the Pension Plans’ attorney, Mr. Mug could explain to Council in <br />terms that they can understand. Mr. Mug could tell Council where the technical <br />material is, help define what his technical changes are, and explain what things <br />we are not doing and what things we do not have to worry about right now. <br /> <br />Mr. Walker asked if Council wanted to have the study session before September 9 <br />Council meeting and Mayor Welsch said she was not sure if the majority of <br />Council thought an hour would be enough time for this and referred that question <br />to her colleagues. <br /> <br />Mr. Glickert asked in respect for a member of Council who felt that they did not <br />have enough time to study in order to vote for approval of the technical changes, <br />Council would postpone the second and third readings until another time. <br /> <br />Mr. Walker if there was a time frame when they needed to be adopted for IRS <br /> <br />purposes and was told they had plenty of time. <br /> <br />O. CITIZEN PARTICIPATION <br />Mr. Holston Black, 1336 Mendell Dr <br />. <br />Mr. Black made comments regarding the Human Relation Commission. He said he <br />could tell from the discourse that had gone on this evening that there were some <br />changes that Council wanted to implement. Mr. Holston stated in the past the Human <br />Relation Commission dealt with many issues regarding race and other things. He <br />noted in order for the commission to resolve these issues, which dealt with maybe a <br />business person and a citizen, who would meet and come to an agreement, it would <br />be impossible for them to come back to the Council and ask if it was okay and this is <br />what was being proposed. Mr. Black said when he moved back to town and saw the <br />Human Relations Commission no longer existed; he had asked Mayor Welsch to look <br />into it. Mr. Black stated it is impossible when you are talking about race relations, to <br />talk to somebody, come to an agreement and then come back to the Council to ask if it <br />was okay if they agreed. He said Human Relations was not like that and he wanted <br />Council to understand that this is a very important issue, as there are Human <br />Relations problems all over this country and you don’t come back to a Council and <br />say, these people agreed to something, is it alright? <br /> <br />Mr. Edward McCarthy, 7101 Princeton Ave <br /> <br />Mr. McCarthy had two comments on trash collection. He noticed it was in the packet <br />last meeting and proposed, giving credit to Mr. Pace, as he came up with part of this to <br />do as other municipalities do. He said UCity sticks on unpaid expenses onto land <br />owner’s real-estate tax bill. Mr. McCarthy asked why the City does not take the trash <br />bills that are unpaid for the property owners and stick on three years of their trash bill <br />on their real estate tax bills, until they get caught up. That would mean every year the <br />City puts three years’ of their trash bill on their real-estate tax bill till caught up. Mr. <br />26 <br /> <br /> <br />
