<br />McCarthy said the problem now is the City is not collecting anything. He said on a <br />different topic on Cost of Living Adjustment, COLA increases; he asked if the City is <br />bound by a COLA increase when passed by Council? He asked when Council says <br />hire four more policemen, is that administration bound by it? If the Council says give <br />more money to the Pension Plan does the administration have to give more money? <br />Mr. McCarthy asked if there was a limit Council sets to “not exceed this amount” or are <br />you saying you have to do what was passed by Council? <br /> <br />Mr. Gregory Pace, 7171 Westmoreland <br />Mr. Pace stated the some time ago the Council voted to seek out and hire a consultant <br />for FEMA grants for stilting of some houses. He said maybe Councilmember Carr got <br />the cart before the horse, the idea of the stilting and did it make sense without <br />considering who would fund it? He said to do a cost analysis, would it be for a 500- <br />year flood, a 100-year flood, should it be run in front of the Zoning and Code <br />Administrator?, Mr. Pace said when a house is stilted, they still have basements with <br />utilities and appliances and where would these go? He said of the idea of a skirt <br />around a stilted house and asked - was UCity going to have houses that looked like <br />they were on Meramec River? how long will the skirt last? Then there is the water <br />pipes and the sewer pipes which would be subject to freezing issues in this town. Mr. <br />Pace referenced Mr. Price speaking of the tragic loss of lives in the big flood, stating <br />that stilted houses would not have saved those lives and how would it affect resale of <br />homes in the future? Mr. Pace said Council needed to analyze this first before running <br />out to ask for a grant. He volunteered his time to do this analysis. <br /> <br />Jan Adams 7150Cambridge <br /> <br />Ms. Adams said she would submit a written statement to the City Clerk and asked <br />attach it to the minutes. <br /> <br />Kevin Taylor, 7022Canton Ave <br /> <br />Mr. Taylor informed Council of the loss of a good friend of his, a former police officer, <br />Robert Johnson who fought a good fight but passed away this morning. <br /> <br />P. COUNCIL COMMENTS <br />Mr. Price asked as to the long-term financial health of Sutter-Meyer. He asked the <br />City Manager to provide him with how much has been spent by the City from <br />conception. He said his good friend Mr. Docket, who wholeheartedly supported Sutter <br />-Meyer and all the budgetary requests that was suggested. Mr. Price said he and Mr. <br />Sharpe supported Sutter -Meyer because it was in their ward. He said they needed to <br />know how much the City has spent and the projected expenditure was so Council <br />could see what they needed to do for its long term viability. Mr. Price said to insinuate <br />that because it is in the third ward, it is going to have a basketball court, was out of line <br />to suggest that. <br /> <br />Mr. Glickert saidto Mr. Walker, this was the first step with the blighting on Plymouth <br /> <br />with the Habitat for Humanity working with us again. This time Mr. Glickert asked to <br />see when these houses are built and ready for sale that these new home owners <br />would be more reflective of University City and our citizenship. <br /> <br />27 <br /> <br /> <br />
